Role Snapshot
Our Capture Manager will be a high energy and innovative individual contributor who will assist the Federal Business Development area by taking all vetted opportunities which WPS is pursuing and in an organized fashion, begin the capture process. This individual will work directly with our Director of Federal Strategy and Business Development to ensure that WPS is addressing all areas of the Federal procurement process. WPS follows the Shipley method of Capture Management including that of identifying the opportunity, assessing the environment, devising, and implementing winning strategies orientated toward capturing new federal business. The main focus will be on federal healthcare; the Centers for Medicare and Medicaid (CMS), Defense Health Agency (DHA), Veterans Affairs (VA), & IHS, but not limited to any specific agency where WPS solutions fill a government gap. This role will have high exposure and interact with our executive leadership team.
Your primary focus will be to:
- Lead, gather information, develop slides, and facilitate the Gate Review process and meetings.
- Create the capture plan for qualified opportunities to include:
- Managing bid strategy definition
- Assisting the Finance Team to determine competitive proposal pricing
- Aligning the solution to customer requirements
- Assisting with identification of our Probability of Win on all new opportunities
- Collaborate with the Proposal Team to execute the bid strategy and support the development of compliant, compelling, and solution-focused proposals.
- Develop and sustain relationships with key stakeholders in federal healthcare agencies to understand their strategic focus, pain points and future opportunities.
- Develop and sustain relationships with the broader federal health business community to facilitate identification of potential partnerships.
- Update the CRM regularly.
- Engage in continuous process improvement with the Business Development Team through development and refinement of internal processes.

- Have overseen creation of financial models and business cases/plans.
- Like to support bid and proposal teams on government proposals.

Minimum Qualifications
Professional Level:
- 5+ years of related work experience
- Bachelor's Degree in related field or equivalent post high school and/or related work experience
- An understanding of various stages of a federal procurement (RFI, RFP, Pre-Solicitation, Sources Sought, etc.)
Senior Level:
- 8+ years of related work experience
- Bachelor's Degree in related field or equivalent post high school and/or related work experience
- An understanding of various stages of a federal procurement (RFI, RFP, Pre-Solicitation, Sources Sought, etc.)
- Experience working in CRM tools
Preferred Qualifications
Professional Level:
- 7+ or more years of federal government experience, preferably in healthcare
- Experience with Shipley concepts
- Experience with the Centers for Medicare and Medicaid (CMS), Defense Health Agency (DHA), Indian Health Services (IHS), Veterans Affairs (VA) or Department of Defense (DoD)
- Experience working in CRM tools
Senior Level:
- 10+ years of federal government experience, preferably in healthcare
- Experience with Shipley concepts
- Industry certification such as Shipley, APMP, or other
- Experience with the Centers for Medicare and Medicaid (CMS), Defense Health Agency (DHA), Indian Health Services (IHS), Veterans Affairs (VA) or Department of Defense (DoD)
- Working knowledge of the federal procurement processes and Federal Acquisition Regulations (FARs)
Salary Range
$110,000 - $150,000The base pay offered for this position may vary within the posted range based on your job-related knowledge, skills experience and may fall outside the posted range.

Remote Worker Requirements
For remote position, employee is required to meet remote worker requirements, including a designated work station, a wired (Ethernet) connection to the network, and a minimum of 10Mbps downstream connection with at least 1Mbps upstream (can be checked at https://speedtest.net)
