CIPE is one of the four core institutes of the National Endowment for Democracy and is an affiliate of the U.S. Chamber of Commerce. Scope:
As a key member of the executive leadership team, the Chief Financial Officer (CFO) will be charged with directing and overseeing all the financial activities of the organization including setting the overarching strategic financial vision as well as developing and implementing policies and procedures to ensure best practices. In this highly visible role, the CFO will liaise with the Board managing the Audit committee and serve as the Board Treasurer. As CIPE continues to play a critical role in worldwide democracy, they need an astute leader who can effectively steward their financial resources, foster a diverse and welcoming environment, and collaborate with broad set of internal and external stakeholders ground the globe.
CIPE’s next CFO will serve as a trusted, strategic partner to the Executive Director, Board, and executive team supporting key strategic initiatives and priorities. To this end, the CFO will collaborate with leadership and staff to strengthen the financial infrastructure of the organization to successfully support future growth and reach. As a direct report to the Executive Director, the CFO will be a fully engaged and active partner responsible for ensuring the highest standards of fiscal integrity and financial stewardship. With strong leadership, momentous impact, and a solid financial foundation in place, the CFO will effectively oversee the financial operations of CIPE in a way that promotes and supports the organization’s core vision and values for generations to come. With the support of a team of 10, the CFO will be responsible for overseeing a budget of $42M.
Operationally, the CFO will oversee and manage all financial operations including budgeting, financial reporting, accounting, internal controls, financial analysis, preparing financial statements, preparing the NICRA, managing the annual single audit, and forecasting growth. To this end, the CFO will oversee a diverse and talented team committed to supporting the organization’s overarching vision and key strategic goals. The breadth and depth of the financial operations associated with this role requires an individual who has strong strategic financial and conceptual skills coupled with a passion for the mission. In order to manage the complexities associated with this global organization, CIPE needs a nimble leader who can stay abreast of the trends in the field and in tune with the organization’s need to redefine priorities and react to emergent global situations in a timely manner.
Responsibilities:Â
Strategy, Vision, and Leadership
- Serves as the primary financial officer of the organization and a strategic partner to the executive leadership team providing sound financial counsel.
- Architects recommendations on overarching fiscal policy, strategic planning, operational goals and priorities, and risk management in order to propel the organization forward.
- Acts as Board Treasurer liaison and manages the Audit Committee.
- Presents accurately and timely reports on the organization’s financial position.
- Serves as a strategic thinker and a pro-active financial leader with high emotional intelligence and excellent interpersonal skills.
Finance and Accounting
- Leads CIPE’s finances during a period of tremendous impact. Develops a comprehensive, fully integrated, future-oriented financial strategy that supports the vision and values of the organization.
- Provides leadership and develop systems, policies and processes for financial reporting and accounting operations to support decision making, ensure best practices, maintain a strong internal control environment, and manage risk.
- Guides the development and implementation of CIPE’s operation budget from multiple sources of funding (e.g., general funds, contributions, investment funds, etc.)
- Champions the development and implementation of state-of-the-art financial operations and controls to support decision making, mitigate risk, and enhance organizational effectiveness.
- Communicates financial policies and processes throughout the organization as well as directs the preparation of internal financial reports ensuring that the reports reliably reflect the financial position of the organization.
- Forecasts the impact of business decisions and expected outcomes on all financial results.
- Monitors financial and economic information to identify trends and indicators that may impact business operations and planning.
- Communicates financial operational performance with a broad set of internal and external stakeholders.
- Develops internal controls, systems, and procedures for effective operations, and accurate and timely monitoring and reporting.
- Leads the budget and reporting process including collaboration with the executive team, and budget owners to set financial goals, communicate budget procedures, formulate annual budgets and report variances and corrective plans.
- Manages the finance and accounting staff in executing all accounting operations including the general ledger, accounts payable, accounts receivable, bank reconciliations, monthly closing processes, preparing financial statements, and financial reporting.
- Oversees and manages Uniform Guidance audits and ensure timely submission of Federal tax forms.
- Oversees the preparation of the NICRA and negotiation of indirect cost rates.
- Stays abreast of evolving regulatory requirements to ensure adherence to donor requirements and compliance with Generally Accepted Accounting Principles.
- Manages relationships with banking institutions, vendors, and financial consultants.
Staff Management
- Leads the finance and accounting staff in a manner that fosters teamwork and collaboration with an emphasis on training and development as well as accuracy, compliance and commitment to internal control.
- Engages, mentors, supports, and motivates staff in their development and integration into the positive values and culture of CIPE.
- Provides timely and appropriate analysis and feedback to supervisors on their staff’s progress and support needs.
- Fosters a culture of trust, transparency, and collaboration.
Qualifications:
Education and Experience
- Bachelor’s Degree in business administration, Accounting, Finance, or related field is required. Master’s degree is preferred. Certified Public Accountant (CPA), active is preferred.
- At least eight years of progressively responsible experience in financial management required.
- Experience with USG funded grants, cooperative agreements, contracts, and other funding streams required.
- Experience in all aspects of nonprofit accounting and financial management including preparing and filing (NICRA).
- International NGO experience preferred as is experience with foreign donors awards preferred.
- Advanced knowledge of accounting principles and practices, general ledger, and financial statements in a nonprofit organization.
- Demonstrated ability to develop and work with budgets and budget managers to develop and forecast appropriate allocation of resources.
- Advanced capacity to think strategically about organizational needs and options and take initiative to develop and implement.
- Skilled in financial modeling, process analysis, and risk management.
- A strong collaborator with excellent organizational and communication skills, both oral and written with internal and external customers.

- Ability to successfully manage several projects simultaneously.
