The Office of the Director, National Institutes of Health is seeking exceptional candidates for the position of Chief Information Officer. This is a career Federal position in the Senior Executive Service - a talented team of men and women charged with leading the continuing transformation of our government. Qualifications

The NIH seeks candidates who have a commitment to managerial excellence and the energy, enthusiasm, and innovative thinking necessary to lead within a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive-level management capability.

It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

EXECUTIVE CORE QUALIFICATIONS (ECQs) (Mandatory for Selectee):

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs).

1. Senior-level experience in developing strategic vision/plans/roadmaps and IT policies and procedures that ensure enterprise-level compliance with federal IT requirements and regulations as well as developing and implementing governance frameworks, in support of biomedical or other scientific research.

2. Demonstrated expertise in assessment and alignment of IT strategies, technologies, and services with current and emerging customer, collaborator, and stakeholder expectations and requirements.

3. Expert ability to manage large complex multi-site IT resources and investments and ability to establish and execute an annual and multi-year IT planning, programming, and budgeting process.

4. Expert ability to communicate effectively with executives representing other disciplines to infer IT requirements, expectations, and to convey IT vision, strategies, directions, and technologies to meet current and emerging requirements and expectations.

5. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.

NIH is located in Bethesda, MD; our campus is adjacent to downtown Bethesda, MD, at the Medical Center Metro station, and close to shops, walking trails, and restaurants.

Travel and Transportation expenses may be authorized in accordance with applicable Federal Travel Regulations governing the relocation of current Federal employees and new appointees.

A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
