Summary
The Chief Information Officer is primarily responsible for planning, directing, and implementing the utilization of information technology resources, supporting infrastructure, IT security, applied development, and assistance to NIST staff, collaborators, and clients in the conduct of NIST's scientific, engineering, and administrative programs.

Qualifications
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQs) listed below.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1: Demonstrated experience in managing enterprise-wide information technology (IT) for a complex organization, to include: IT investment management, network design and development, IT application development, network and systems operation, or information system security and assurance.
PTQ 2: Demonstrated experience leading the implementation of change management solutions that better enable an organization to achieve its mission through advances in technology.
PTQ 3: Demonstrated experience promoting a customer centric approach to delivering IT services in a research organization with varied customers, clients, and stakeholders.
Applicants are required to submit a narrative statement for each ECQ and PTQ listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.
The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Additional information
- Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
- Relocation expenses: Payment of relocation expenses may be authorized in accordance with agency policy.
- Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278) within 30 days of their appointment, annually thereafter and upon termination of Federal Government employment.
- Qualifications approval and probationary period: Persons newly selected for career appointments within the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
- Veterans' Preference: Veterans' preference is not applicable to positions in the Senior Executive Service.
- The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
