Chief of Party - USAID/LPA Institutional Support

What Will You Do?
Bixal is seeking a Chief of Party to lead an anticipated 5-year USAID Institutional Support Program. The program aims to support the evolution of web development, content management, and communications for USAID's external- and internal-facing websites, ensuring uninterrupted support for Bureaus and Missions in alignment with the Agency's communication strategies.

The Chief of Party will have comprehensive responsibility for overseeing all aspects of the activity. This includes implementing recruitment strategies, supervising hiring and training, ensuring the seamless operation of USAID's external and internal websites, overseeing effective content management and collaborative engagement support for Bureaus and Missions, serving as the main liaison to the USAID COR for effective management, and ensuring client goals are met and exceeded.
Important Note
This is a full-time proposal position contingent on contract award.
Responsibilities:
Technical Oversight (80%)
- Provide overall leadership and management for the project, overseeing the team's performance in pursuit of project goals.
- Oversee and monitor the quality of all project activities, ensuring timely, high-quality delivery of all deliverables to USAID.
- Develop and implement a recruitment and retention strategy to meet staffing requirements; supervise recruitment, hiring, and staff training to ensure professionalism and skill enhancement.
- Supervise the management, improvement, and maintenance of the clientโs information technology (IT) and information communication technology (ICT) systems.
- Supervise the development and maintenance of comprehensive knowledge management systems.
- Ensure collaboration with different Bureaus and Missions to understand their unique needs and tailor web development, user journeys, and content management support accordingly.
- Oversee the ongoing evolution of USAID external and internal websites, ensuring that these platforms meet the evolving needs of the Agency and its stakeholders.
- Develop strong communications, content management and engagement strategies and activities, ensuring adherence to the Agency's communications strategies and policies.
- Supervise the effective communication of USAID's development agenda leveraging USAID websites, and social media/knowledge-sharing tools.
Budget and Personnel Management (20%)
- Collaborate effectively with USAID COR and Bixal management to ensure personnel performance, budget forecasting, financial performance, quality assurance, and overall client satisfaction and contract compliance.
- Mentor and support the professional development of all staff and consultants, including identifying or developing internal learning opportunities.
- Manage the budget, ensuring cost-effective management, financial projections, and systems to ensure the proper use of funds.
Qualifications:
- Masterโs degree in information technology, strategic communications, international development, or a related field.
- At least 10 years of experience leading or supporting institutional support contracts funded by US Government agencies (preferably USAID) and with a focus on website development, content management, and strategic communications support services.
- A minimum of 5 years of experience as Chief of Party, Project Director or equivalent.
- Demonstrated experience overseeing the recruitment of Short-Term Technical Assistance (STTA) and Long-Term Technical Assistance (LTTA) personnel.
- Demonstrated proficiency in web-based technology, content management, communications, social media, and digital strategy, with a focus on human-centered and evidence-based design.
- Excellent client and communication and interpersonal skills, with evidence of the ability to establish strong working relationships with diverse stakeholders.
- Strong experience in team management; ability to build and guide a cohesive team.
- Budgeting and project management experience.
