Chief Risk Analyst
Job Description
Department Summary:
The Enterprise Program & Risk Management Department within the Cost, Acquisition and Management Sciences Innovation Center of MITRE Labs believes that p rogram management strategy, planning, and governance involves establishing the structures and processes necessary to manage a program, project or set of related projects with aligned objectives. Informed by proven practices and federal policy, MITRE has refined four core competencies in program management:
- Program strategy and planning: Performing needs analyses, scoping the program, developing the budget and schedule, and standing up a program management office to ensure the program remains aligned with sponsor objectives.
- Program management processes and governance structures: Establishing the disciplines and constructs to manage the program as well as stakeholder involvement.
Roles and Responsibilities:
- Lead, deploy, and continuously improve supply chain risk management practices, procedures, and analytics in sponsor mission-essential, high-assurance systems to counter threats in information and communications technology products and services.
- Advance risk management practices in the engineering and operation of enterprise systems and complex systems of systems.
- Design and deploy of leading risk management practices within sponsor processes and workflows such that enterprise, organizational, or agency mission outcomes are achieved.
- Mentor MITRE staff to build their risk management and analysis capabilities, while also growing compelling and challenging technical work for staff development opportunities.
- Build cross-cutting opportunities for MITRE to provide high impact risk analyses to new and existing sponsors and participate with MITRE program divisions to shape strategic engagements in risk assessments.
- Manage efforts across multiple sponsors, appropriately delegating to and coordinating within and across MITRE. Develop long-term relationships with sponsors and MITRE senior leaders to address risks associated with solving their hardest or most pressing problems.
- Identify and pursue opportunities to strengthen risk analysis capabilities by cross-agency collaboration and government-industry collaboration in areas of national interest. Examples include work recently done across the Federally Funded Research & Development organizations and National Labs to evaluate risks and benefits of competing operational strategies in defense of future threats.
- Promote external engagement with national leaders and major conferences to extend influence and promote MITRE risk analysis and management capabilities.
- Collaborate with government, academia, and industry through direct sponsor engagement and outreach with deepening engagements with peer FFRDC and contractor chief risk engineers/analysts.
- Advance innovative risk analytic and engineering approaches, tools, and methods across the community.
- Mentor MITRE staff to present and be a voice at leading national and international conferences.
Minimum Qualifications:
- Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
- 10 years direct experience in the practice and leadership of risk management
- Technical project examples relevant to the domain of enterprise program and risk management
- Th is requisition requires the candidate to have a minimum Top Secret clearance
Preferred Qualifications:
- 20 Years' experience in the practice and leadership of risk management. Includes direct project work and the establishment of corporate risk management processes and culture.
- Experience in the following
- Methods and tools to uncover, manage, and mitigate global supply chain security risks from a peer or near-peer adversaries across nationally critical commodities, technologies, and infrastructures.
- Risk analytics to address mission vulnerabilities from kinetic and non-kinetic threats to national security.
- Risk informed portfolio investment analysis to find optimal mixes of risk-reducing options that maximize achieving sponsor outcomes, in constrained and complex technical and economic environments.
- The design and deployment of leading risk management practices within sponsor processes and workflows such that enterprise, organizational, or agency mission outcomes are achieved.
- Recognized risk analysis expert external to MITRE through publication, recognition, or presentations
