Hutchinson, Kansas, a regional hub and destination community of over 40,600, is the county seat of Reno County and located just 45 miles northwest of Wichita. Hutchinson benefits from an extremely diverse economic base and in 2021 was ranked 27 among the top 100 micropolitan communities by Site Selection Magazine. While preserving the spirit of small-town living, Hutchinson offers many of the amenities and comforts that are often only found in larger metropolitan communities. These include the Hutchinson Sports Arena, the Dillon Nature Center, Salt City Splash Aquatic Center, Hutchinson Zoo, the historic Fox Theatre, Carey Park Golf Course, and the historic Prairie Dunes Country Club Golf Course, which is frequently ranked among the best golf courses in the US.

Appointed by the Mayor and City Council, the City Manager functions as the chief administrative officer of the City and is in charge of administering the policies and decisions made by the City Council and oversees the day-to-day operations of the City government. The City of Hutchinson works in a highly collaborative civic environment which requires close communication and cooperation with partnering stakeholders. The City manager will need to be adept in building and maintaining trusting relationships while balancing competing values and championing the public good.

LEADERSHIP OPPORTUNITIES AND PRIORITIES

The City Manager will provide dynamic organizational leadership, working with the executive leadership team to respond to the Governing Body, residents, businesses, and employees. During the first 12 to 18 months, the next City Manager will be asked to address the following priorities:

Strategic Planning-Facilitate strategic planning and goal setting with the Governing Body to provide greater clarity of vision, priorities and goals based on the City's current strengths, weaknesses and opportunities for development.

Community and Economic Development-Assessing, defining and forecasting the City's economic development goals, challenges and benchmarks including innovative approaches, policies and programs to improve the city's long-term, economic vitality.

Organizational Development-Assess current organizational structures and workforce development systems to identify opportunities for improving organizational culture, efficiency and effectiveness. This includes reviewing and pursuing methodologies focused on enhancing employee retention and recruitment and utilizing best practice comparisons focused on improving organizational excellence.

Budget Sustainability-Assess short and long-term financial trending of all revenue and expenditure sources and related policies and make recommendations realignment of possible realignments policies, cost recovery models and measurement systems to improve long-term sustainability, transparency and alignment with strategic goals.

Enhanced Communications Strategies-Develop improved relations with the county, school districts, businesses, community organizations, municipal employees and city council members by reaching out to communicate issues of mutual interest in a transparent and sustained way. Working with community partners on joint projects has the potential to provide higher quality services to benefit the community, as well as provide for increased efficiencies.

Compensation and Benefits

The City of Hutchinson offers a market-competitive salary in the hiring range of $165,000 - $190,000, depending on qualifications and experience. Desired Qualifications

Qualified candidates should possess a bachelor's degree from an accredited college or university in Business Administration, Public Administration, or other closely related field. A closely related master's degree, and International City Manager Association Credentialed Manager (ICMA-CM), and Center for Community and Economic Development (CCED) or similar certifications are desired. Candidates should possess a minimum of ten (10) years professional experience with a minimum of five (5) years senior management in a public, private, or nonprofit entity of similar size and complexity of operations. Any equivalent combination of education and experience that provides the required knowledge and skills will be considered. The future City Manager will be required to reside within City limits.
