Summary
This position is in the Operations branch within the Division of Administration at the Vale District of the Bureau of Land Management, with a duty station at Vale, Oregon.
Salary ranges:
GS-05: $39,576 - $51,446
GS-07: $49,025 - $63,733
GS-09: $59,966 - $77,955

- Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

- This position is offering a Relocation/Recruitment Incentive of 25% of the annual salary. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.
- To be eligible for a Relocation Incentive, you must be a current Federal Employee employed with the Federal Gov't. and be willing to work directly from the BLM OR office in Vale, OR (not remote).
- Relocation Incentive continued: The selectee's current duty location must be more than 50 miles from the duty location of this position.
- A 2-year service agreement is required for any applicant receiving a relocation or recruitment incentive.
Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate you have the required specialized experience and/or education for the respective grade level in which you are applying.
BASIC QUALIFICATION REQUIREMENT:

A. You have successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.

B. You have successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts.

C. You have completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.

D. You have successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts.

E. You have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.

F. You are currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.
ADDITIONAL QUALIFICATION REQUIREMENTS FOR EACH GRADE:
You must also have the following specialized experience and/or education substitution necessary to meet the Additional Qualification Requirement for this each grade level of this Civil Engineer GS-0810-5/7/9 position.
GS-05: There is no Specialized Experience Requirement for this series at this grade. Must meet the Basic Qualification Requirement for the 0810 series as stated above. Applicants must submit a copy of transcripts.
GS-07:
A. One full year of specialized experience, comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) in at least two of the following: 1) Applying knowledge, concepts, principles, and theories of civil engineering to solve simple engineering problems; 2) Using commonly-available software to for word processing and data entry and analysis; 3) Creating technical drawings and design using industry-standard computer aid drafting software; 4) Performing basic field inspections or testing of construction projects under the direction of more experienced inspectors, testers, or engineers.

B. Successfully completed a bachelor's degree in engineering AND meet one of the following Superior Academic Achievement Provisions: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 3) Rank in the upper one-third of your class in the college, university, or major subdivision. 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPAs are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. C. I have one year (18 semester hours) of graduate level education in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position. (You must submit transcripts)

E. I have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering from an accredited institution. (You must submit transcripts.)

F. I have an engineering bachelor's degree AND have appropriate specialized experience as an Engineering Technician equivalent to grade GS-5 or higher. (You must submit your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.)
GS-09:
A. One full year of specialized experience, comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least two of following: 1) Applying knowledge, concepts, principles, and theories of civil engineering to solve routine engineering problems; 2) Using commonly-available software to for word processing and data entry and analysis; 3) Creating technical drawings and design using industry-standard computer aid drafting software; 4)Performing routine field inspections or testing of construction projects.

I have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree OR master's degree or higher in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position (You must submit transcripts.)

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Education:

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Education Continued:
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations.
Working Conditions: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.
