AFWDE Unit Context
The Africa West and Central Development Effectiveness (AFWDE) Unit services the Africa West and Central Region, providing timely, effective operational support and services to the Regional Vice President, the Director of Strategy and Operations, as well as Country and Regional Management Units and teams.
In response to the WB's increased ambition on climate change and given the urgency and importance of addressing climate change and embedding it in development approaches, the AFW Region as a whole, and AFWDE unit in particular, has been increasingly providing support on strategic and operational mainstreaming of climate change. It is imperative that we help client countries recognize, prepare for, and respond to the risks that climate change poses and transition to low-carbon, climate-resilient development pathways. Going forward, the AFW Region will be strengthening its support and building technical capacity on climate change to facilitate strategic engagements and operations that are climate-informed and designed with a climate change lens.
About the Position:
AFWDE is seeking a highly motivated Climate Change Analyst to support the region in (i) mainstreaming climate change in AFW operations and country engagement products and facilitating transformational projects; (ii) monitoring and tracking the region's progress in meeting its Climate Co-Benefits targets; (iii) implementing the new Paris Alignment commitment; and (iv) strengthening and coordinating strategic engagement and technical capacity on climate change.
In addition to a background in climate change and sustainable development, the successful candidate is expected to have a strong drive for quality results and attention to detail, as well as excellent communication, time management, and interpersonal skills. The candidate will be expected to deliver under tight deadlines in a very fast-paced environment and will need to demonstrate evidence of having operated in such conditions before. The candidate will report directly to the AFWDE Manager and work closely with the AFW Front Office, Operations Adviser, Climate Change Specialist, and other colleagues in the DE unit and in the region.
Duties and Accountabilities
• Review lending operations and advise on corporate commitments related to climate change: Review lending operations at key milestones and prepare written comments on behalf of AFWDE, to ensure all lending operations meet current and future corporate commitments on climate change. Attend review meetings as needed. • Undertake quality reviews: Provide strategic inputs to improve climate action, meet corporate commitments, and maximize potential for Climate Co-Benefits through reviews of project documents at Concept and Decision Review stages. • Support implementation of Paris Alignment commitment:
o Monitor regional pipeline to identify OC/ROC/complex operations that may need more in-depth support and guidance from Global unit focal points and CCG
o Review lending operations at key milestones and prepare written comments
o Review Board packages to ensure appropriate documentation in final project document
o Provide comments and advice upstream during project preparation as needed, through reviews of project documents and/or consultations. In specific high priority or complex cases, provide hands-on technical support to task teams as needed
o Coordinate and contribute to regional Paris Alignment GP Focal Points network, through regular meetings, knowledge sharing, support on complexity screening and specific guidance during project preparation as needed.
o Support DE in delivering training and capacity building as needed. • Monitor and report on Climate Co-Benefits (CCB): Analyze the AFW project pipeline to regularly estimate as well as track AFW's progress in meeting its CCB targets and report on CCB at the regional, CMU and PG levels.• Strengthen climate focus in Country Engagements: Provide inputs to SCDs/CPFs/PLRs/CCDRs to facilitate client dialogue on climate change and drive climate action through the country programs. This includes consultations with teams, reviews at Concept and Decision Review stages, etc.• Support training and capacity building for lending operations and country engagement:
o Facilitate and/or design and deliver targeted training and capacity initiatives on climate change as well as support the development of data/analytics as needed.
o Support implementation of a strategy and structure for strengthening climate change support to and technical capacity of task teams, to increase the share of Climate Co-Benefits, align operations with the Paris Agreement, and to facilitate a longer-term shift towards development with a climate lens.
o Prepare guidelines, notes and other material that may serve as useful resources for task teams.• Support strategic engagements: Contribute to strategic engagements on climate change commitments and priorities with CMUs, PGs, and regional management. This includes preparation of presentations and other relevant materials as needed.• Coordinate with Climate Change Group: Coordinate with the AFW Regional team (including the Regional Climate Liaison and Regional focal points) on climate advisory and support, as needed, covering strategic and operational topics of relevance to AFW. This includes supporting awareness raising and preparation for new climate commitments such as Paris Alignment, Resilience Rating System, Convergence of commitments, etc.
Selection Criteria
• Master's degree in environmental management / climate change / environmental economics or a related field, with a minimum of 3 years of relevant work experience. Academic background in sustainable development is a plus.• A good understanding of core issues related to climate mitigation and adaptation, and how to mainstream mitigation and adaptation into development and policy.• Knowledge of and familiarity with the World Bank's project preparation and implementation cycle and climate change corporate commitments, including the joint MDB methodology for tracking climate finance (Climate Co-Benefits) and Paris Alignment assessment process • Experience advising and supporting lending operations in incorporating climate adaptation and mitigation measures• Experience advising and supporting lending operations on the Paris Alignment assessment process• Experience reviewing lending operations and preparing comments on corporate commitments, such as Paris Alignment• Background in a specific sector/area such as climate finance, environmental economics, and experience working in Africa would be an advantage.• Ability to analyze quantitatively and qualitatively, to problem solve, and to scope business requirements to address the unit-specific business needs.• Self-motivated and able to work independently with minimal supervision and collaboratively with diverse stakeholders and clients.• Excellent communication skills, including written communication skills and ability to present and communicate to different audiences.• Strong interpersonal skills and ability to collaborate effectively with colleagues in a multi-cultural team and all levels of staff. • Ability to operate effectively in a fast-paced, agenda-driven, and deadline-driven environment.

Demonstrates familiarity with Bank's development initiatives and policies and practices related to lending and non-lending operations. Finds relevant information/data and examines similar policy questions in multiple regions. Contributes to the development of offers/relevant tools for clients.• Communication and Influencing Skills: Tailors communication style to meet audience needs and delivers information effectively in support of team or workgroup. Delivers information effectively and has strong analytical writing and presentation skills.• Deliver Results: Proactively addresses stated and unstated needs and delivers results.
