The Sustainable Development Practice Group & the Climate Change Group

Climate change, poverty, and inequality are the defining issues of our age. The World Bank is the biggest multilateral funder of climate investments in developing countries. Over $32 billion in 2022 alone - accounting for over half of multilateral climate finance to developing countries-and over two-thirds of adaptation finance. We intend to go further in helping countries reduce poverty and rise to the challenges of climate change with our revamped mission to create a world free from poverty on a livable planet.

The Sustainable Development (SD) Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water. The Climate Change Group (CCG) resides in the SD PG and is responsible for mainstreaming climate change across the Bank and scaling climate finance.

The Climate Finance & Economics Unit

The Climate Finance & Economics Unit (SCCFE) is one of five units in the World Bank's Climate Change Group (CCG). The mandate of the unit encompasses three workstreams:

(i) Climate analytics and diagnostics: development of climate analytics and diagnostics, including tools, instruments and flagship reports that inform climate policy, priorities and finance;

(ii) Carbon markets & finance and carbon pricing: support client countries on carbon markets and carbon pricing and drive innovation in international carbon markets infrastructure; and

(iii) Scaling up and innovation in climate finance: develop innovative climate finance instruments and business models to help the Bank scale up climate finance.

SCCFE accomplishes its mandate in close collaboration with other units within CCG and other regional teams and global practices (GPs).

About the Position:

SCCFE is seeking a highly motivated Climate Change Specialist to support the delivery of the work program of SCCFE's climate analytics and diagnostic pillar, with a specific focus on the Adaptation & Resilience workstream. Examples of the climate analytics and diagnostics work program include: (i) supporting the Bank in setting and delivering the institution-wide climate agenda, namely Country Climate & Development Reports (CCDRs); and (ii) supporting a number of critical climate-related analytical and advisory activities, including the Resilience Rating System and Adaptation & Resilience Diagnostic, (iii) working closely with other CCG units and regional units to deliver CCG's climate mainstreaming agenda, including via the Long Term Strategy (LTS) program. The analytics team is comprised of a small economics team that produces new, innovative knowledge products in the economics of climate mitigation and adaptation.

The Climate Change Specialist is expected to demonstrate solid understanding of climate change impacts and mitigation and adaptation policies and responses, methods and metrics for evaluating climate adaptation and resilience, climate economics, and climate and development nexus. The successful candidate is expected to have strong data analytical skills as well as project management skills, superb attention to detail, and excellent communication and interpersonal skills. The Climate Change Specialist will be based in Washington, DC and will report to SCCFE's Practice Manager with a dotted reporting line to Senior Climate Change Adviser.

Duties & Accountabilities

• Support the development and application of Resilience Rating System to World Bank operations in different sectors (e.g., infrastructure, human development, agriculture, water), the refinement to the climate risk stress test tool (RiST) and the development of a web-based RiST tool that facilitates the linkage with climate data, scenarios and climate impact analysis; • Support performing country adaptation and resilience readiness diagnostics, an indicator-based whole-of-economy assessment of a country's capacity, gaps and priority action for supporting adaptation and resilience. Activities include data collection, policy review, quantitative and qualitative assessment of key areas of adaptation and resilience, engagement with the sectoral teams (e.g., CCDR teams), and communication with external stakeholders. • Supporting the development of CCG core diagnostic product Country Climate & Development Reports (CCDRs). Activities include data analysis, visualization, synthesis of key findings, and the development of publication and communication products;• Building on the analytical and diagnostic work, supporting research of emerging topics such as adaptation finance;• Working closely with other CCG units, Global Practices and regional units to deliver CCG's climate mainstreaming agenda, including via the Paris Alignment, Long Term Strategy (LTS) program. performing other duties and functions as assigned by the SCCFE Practice Manager, Senior Climate Change Advisor, or SCCFE leads.

Selection Criteria

• Advanced degree in economics, statistics, environmental science/policy, environmental science, international development, public policy or relevant field.

• Demonstrated experience (minimum 5 years) working on climate-related topics, including adaptation and resilience issues.

• Knowledge of the World Bank's project preparation cycle and climate change corporate commitments.

• Knowledge of WB products/operations and sectoral expertise (agriculture, energy, health, water, transport, social development, etc.).

• Familiarity with cost benefit analysis and approaches on how to integrate climate and disaster risk is a plus.

• Familiarity with and ability to navigate through and translate climate science and climate related information a plus.

• Experience editing/working with content for web-based tools/interfaces.

• Excellent written and oral communications skills in English, including the ability to effectively communicate technical concepts or sensitive topics to a diverse audience.

• Strong interpersonal skills and ability to collaborate effectively with colleagues in a multi-cultural team.

• Strong drive for results and the ability to work under pressure; excellent workflow management skills.

• Demonstrated interpersonal skills to cultivate collaborative working relationships and partnerships.
