Cloud Engineering Team Lead

Technical subject matter expert leads, directs, and manages a team of cloud engineers and the associated work products for the team. Collaborates with product managers, product analysts, architects, cloud engineers, security engineers, and software engineers to deliver high quality, secure, and cost-effective cloud solutions and infrastructure services to business units within the agreed timeline. Manages multiple diverse projects simultaneously with a focus on quality and customer satisfaction. Supervises, establishes goals, and provides guidance, evaluations and/or performance feedback to staff; makes hiring recommendations. This is considered a technical leadership position requiring the incumbent to work under minimal supervision. This job has direct reports.
Principle Duties and Responsibilities:
- Leads, oversees, and supports cloud engineering activities for district cloud workstreams, including CI/CD pipeline (Code7), District Cloud Center (DCC), & FinOps
- Lead a team of Cloud Engineers and assist with their professional and technical growth and development
- Provides goals for staff, conducts performance reviews, and provides career management assistance
- Support the development of continuous delivery framework and DevOps tools & infrastructure as code and automation
- Build solutions based on security, monitoring, logging, and alerting requirements
- Contribute to developing common components and templates for resources in cloud using Infrastructure as Code
- Gather, analyze and translate technical needs into actionable, clearly defined user stories
- Support delivery teams as they develop, test, and deploy solutions
- Works with department management and engineering team on planning, prioritization, and resource allocation initiatives
- Provides technical consultation and support to customers, cross-functional teams, and other National IT employees
- Ensures business unit compliance with policy, standards, regulations, and laws Identifies and tracks key metrics
- Participates in complex cloud lifecycle activities such as architecture, design, development, code review, and testing as needed
- Continuously improve team's delivery process through automation and use of CI/CD tools
- Sets and enforces engineering standards and team operating procedures for building stable and resilient cloud solutions
- Mentors and guides the team in technical best practices and builds an inclusive team culture of learning and development
- Communicates technical concepts clearly to both technical and non-technical audiences
- Takes a proactive role in ensuring incidents and impediments are resolved and ensures corrective actions are taken for future improvements
Education and Experience:
- Bachelor's degree in Computer Science, Information Systems, or equivalent background or experience
- 3 + years of strong hands-on experience on AWS environments
- 3 + years hands-on experience with Infrastructure as Code (IaC) using Terraform and/or CloudFormation tools
- 3 + years software product delivery experience in a team-based environment
- 5 + years of managing enterprise infrastructure
- 1-3 years of management experience or technical lead experience
- Advanced experience with programming tools, computer interfaces, and application architectures
- Experience deploying, managing, operating and monitoring of applications in scalable, highly available and fault tolerant data centers (both on-premise and hosted)
- Experience learning, sharing, and implementing best practices with the ability to define operational processes, implement DevOps, deployment checklists
- Experience with multiple programming languages
- Experience with source code management tools
- Experience developing solutions in an iterative (Agile) approach Experience with Continuous Integration build tools
- Advanced knowledge of scripting languages
- Strong knowledge of basic networking concepts
- Experience with system configuration tools and implementation of architectural frameworks (Service Oriented Architecture, Domain-Driven Design)
- Knowledge of container orchestration solutions
