BASIC PURPOSE

Provides operational analysis related to collateral pledged by member banks under both blanket and custody liens to secure advances. Also, performs analysis related to collateral verifications and property inspections in accordance with the Federal Home Loan Bank of Dallas' written policies and procedures.

PRIMARY RESPONSIBILITIES:

  • Analyzes the adequacy of various loan documents for collateral delivered into the Bank's collateral vault and pledged under blanket lien, including the analysis and review of appraisal reports and mortgage notes to ascertain that a security interest can be perfected by the Bank in underlying collateral in the event of default.
  • Performs collateral verifications and coordinates collateral inspections on pledged commercial property to ascertain type/class and value of property.
  • Assists in the maintenance of the department's systems, which may include participating in the development of requirements, and specifications, developing and executing testing scenarios related to the enhancements or modifications of the system(s)
  • Performs ongoing operations of the Bank's Held-For-Sale program; daily monitoring and updates, quarterly onsite HFS collateral verifications and participating in the onboarding of new members, consistent with Bank policies and procedures.
  • Produces and maintains various reports and analysis pertaining to collateral verifications, collateral valuations, UCC filings, Interagency Guidance, and property inspections.
  • Performs collateral desktop reviews. When necessary, assist in onsite collateral verifications. Consistent with guidance from management, coordinate, schedule, and complete assigned desktop reviews during established time periods and in accordance with Bank policies and procedures.
  • Provides analysis and interpretation of related Federal Housing Finance Board regulations. Perform regulatory compliance reviews of Collateral department policies and procedures.
  • Analyzes, reviews, and values assets being pledged as security for advances. Is the liaison with various Bank departments to provide prompt and courteous support for member requests
  • Assists in the ongoing maintenance of collateral system data and customer information.
  • Assumes additional responsibilities as assigned.

JOB REQUIREMENTS:

  • Bachelor's in finance, business, accounting or real estate required.
  • 3-5 years' experience in banking, commercial real estate, or the mortgage and warehouse lending business, e.g., appraising, underwriting, commercial lending, selling and/or loan processing.
  • College degree may be considered as part of experience requirement.
  • Strong PC skills, spreadsheet, and database preparation.
  • Working knowledge of balance sheets and trial balances of financial institutions.
  • Excellent communication, interpersonal skills, and analytical skills; a self-motivator is a must.
  • Willing and able to travel within a 5-state region on an as-needed basis (estimated 10% minimum)

Work is performed in a temperature-controlled office environment requiring little physical exertion. The noise level in the work environment is low to moderate. Mental concentration, attention to detail and computer use for extended periods of time is common. Completion of complex tasks under deadline pressure may be required. This position may, on occasion, also require evening and weekend work based on business needs. Interruptions may occur.
