About USAID Pakistan Climate Smart Agriculture:
The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, technology firms and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments.

About the Role:
The CSA Communication Advisor will lead the development and implementation of comprehensive communication and outreach strategies, leveraging mass media, social media, and mobile technology to advance CSA’s climate resilience and sector adoption objectives. The Advisor will work closely with project components, USAID DOCS, and external stakeholders. Responsibilities include drafting agendas, notes, and press releases for events, organizing high-profile stakeholder visits to the project's locations, partners, and beneficiaries, preparing scene setters, and coordinating with USAID's DOCS to ensure media coverage of these visits. In consultation with the CSA program team, the specialist will develop and execute all communication strategies and work plan activities, to facilitate the achievement of the activity’s objectives. The Advisor will also ensure that CSA activities are inclusive and accessible to women, youth, and socially marginalized groups and are effectively promoted in the communication strategy.
Key Responsibilities:
The Communication Advisor will be responsible to:
- Develop a communication and outreach strategy based on appropriate mass media, ICT, social media, and mobile technology to initiate public outreach and engagement supporting the overall objective of Climate Smart Agriculture Activity namely the climate resilience and adoption within the sector.
- Advise on and oversee the creation of CSA’s advocacy and promotional materials for both print and digital platforms.
- Build and maintain strong relationships with internal and external key stakeholders including media to ensure proper dissemination of the key communications and to assist in advocacy campaigns.
- Provide strategic leadership in coordinating communication efforts within project components and with external stakeholders.
- Collaborate with the CSA program team to design and execute the annual communication work plan.
- Advise on and coordinate with USAID DOCs to ensure unified messaging and effective media coverage across USAID’s social media channels.
- Support the Finance and Operations and technical staff in budgeting for events and communication-related activities.
- Lead the drafting and development of agendas, notes, and press releases for events and project updates, ensuring high-quality content delivery.
- Advise on the preparation of scene setters and other essential documents for high-profile visits and events, maintaining professional standards.
- Create communication materials that align with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship.
- Support the establishment and maintenance of a knowledge management system to ensure effective documentation and retrieval of program activities.
- Organize high-profile stakeholder visits to the project’s offices, partners, and beneficiary activities.
- Provide guidance on the coordination of conferences, seminars, workshops, exhibitions, and press interviews, including agenda preparation and background research.
- Draft strategies to ensure comprehensive media coverage for project events and visits in coordination with USAID DOCS.
- Develop and strengthen relationships with the private sector, civil society, technology firms, and government stakeholders to maximize CSA’s impact.
- Assess stakeholder needs to shape a compelling vision for CSA communications and engagement strategies.
- Implement effective techniques to increase stakeholder interest and participation in project activities.
- Advance interactive and technology-based media engagement with stakeholders.
- Design and execute inclusive communication strategies to effectively reach and engage women, youth, and marginalized groups.
- Prepare and contribute to Quarterly Progress Reports and other reports on communication activities and media coverage.
- Provide regular updates and comprehensive reports to the project management team and USAID.
- Craft compelling success stories, with a goal of producing at least one per quarter to showcase CSA’s achievements and impact.
- Supervise and provide guidance to STTAs working on diverse communication assignments.
Qualifications and Experience:
Required:
- Bachelor’s degree in Mass Communications/ Social Sciences, or equivalent from a leading university.
- At least 7+ years of relevant work experience including experience in media, communications or journalism.
- Previous experience with USAID projects including knowledge of USAID branding and marking regulations.
- Sound written and verbal communications skills in English and highly developed interpersonal skills.
- Sound time management skills Ability to work effectively in a fast-paced, dynamic environment and manage multiple tasks simultaneously.
- Team-oriented working skills.
- Creative and visionary leadership with the ability to drive a high volume of work to completion.
- Proven ability to design, develop and implement both communications and strategic programs and supporting work plans.
- Ability to be flexible and open to changing priorities and challenges.
- Willingness to travel to project’s operational districts in all provinces.
Preferred:
- Master’s degree in related discipline.
- Proficiency in one or more local languages.
- Experience working with USAID-funded projects, international development organizations, government agencies, and other stakeholders.
- Familiarity with climate-smart agriculture and gender, youth and social issues in the sector.
Salary:
- The annual salary will be determined in line with background and experience, per the Country Compensation plan.
- A standard benefits package will be offered in addition to the base salary.
