This position serves as a Community Planner responsible for various airport and aviation planning activities for the Office of Airports (ARP), New York Airports District Office.

Qualifications
In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-10/11 levels. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience for this position include: 1) Experience in evaluating planning plans, studies or reports.
To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 level. Examples of specialized experience for this position include: 1) Experience developing or approving airport layout plans. 2) Experience developing or reviewing planning consultant contracts and scopes of work. 3) Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation.

Eligible applicants meeting the minimum qualification requirements and selective factor(s) if applicable, may be further evaluated on the Knowledge, Skills and Abilities (KSA) listed in the announcement. Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or alphabetical and referred to the selecting official for consideration.
One KSA has been identified as a Quality Ranking Factor (QRF). A QRF is a KSA or competency that could be expected to significantly enhance performance in a position, but, unlike a Selective Placement Factor, is not essential for satisfactory performance.
Education
This position has a positive education requirement: Applicants must submit a copy of their college or university transcripts(s) and certificates by the closing date of announcement to verify qualifications. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.
Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.
To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
NOTE: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

NOTE: THIS POSITION IS BEING ANNOUNCED AS AN FV-0020-H/I. If position is filled at the FV-H level incumbent may be promoted to the FV-I levels without further competition. However the grade of a position is based on the duties officially assigned and actually performed by the incumbent of the position. These duties are affected by the Supervisor's willingness to delegate higher graded duties and incumbent's capacity to perform the duties. Therefore, the indication of maximum grade is to be considered neither guarantee nor a commitment that the position will so develop.
