Job Description
The Opportunity
The Director, Compliance works to ensure that CEO’s operations are compliant with federal, state, and local regulations. They serve as the senior resource and expert on compliance matters, including but not limited to cyber and data security, lobbying, OSHA and other safety regulations. They monitor organizational risk in relation to relevant laws and regulations, develop and distribute internal policies, rules and guidelines, direct and manage the Compliance Team to support the team’s overall goal to ensure organizational compliance with applicable laws and regulations, and provide guidance and training to staff across the organization.Â
The Director of Compliance reports to the Chief Legal Officer.
CEO's Staff Vaccination Policy
CEO has implemented an org-wide vaccination requirement that requires all new staff to be fully vaccinated before their first day of work. We have made this decision for the safety of our participants and employees and to enhance our ability to continue to provide the vital services we offer to our participants. Who We Are
The Center for Employment Opportunities (CEO) provides employment services to people with recent criminal convictions. Across the United States, over 6,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.
What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 25,000 formerly incarcerated individuals have secured full-time employment since 1996. Since 2009, CEO has gained support to expand its programs through government, nonprofit, and private organizations including the Federal Social Innovation Fund, the Edna McConnell Clark Foundation, Robin Hood Foundation, and the Rockefeller Foundation. In 2016, CEO embarked on a 5-year strategic plan to grow to serve 9,000 participants annually.
Who You Are
- You have 3-5+ years supporting a compliance or related function, with experience managing a small team and providing oversight within the compliance function
- You have expertise in privacy and cyber related legal and compliance related issues, OSHA regulations, safety related regulations and liability concerns and state and local registration requirements for non-profit organizations
- You demonstrable knowledge and understanding of compliance best practices and relevant local and national laws and regulations
- You have experience with corporate compliance or policy drafting
- You have excellent project management skills and ability to triage and re-prioritize as needed
MAJOR RESPONSIBILITIES
Compliance Leadership
- Provides overall direction, oversight, strategy, and advice for CEO’s compliance with federal, state, and local regulations, in coordination with the Legal & Compliance team
- Develops CEO’s Compliance Plan for the review and approval by Chief Legal Officer and oversees and monitors the implementation of the Compliance Program
- Manages the Compliance Team in educating employees on compliance objectives and policiesÂ
- Leads the Compliance Committee and determines its agenda, which serves to provide reporting and get feedback on compliance matters from internal teams, including Legal & Compliance, Finance, Operations and Program
- Identifies compliance issues across the organization, recommending next steps and identifying when new policies may be needed
- Drafts, maintains, and distributes new and existing compliance policies
- Develops, coordinates, and implements compliance and risk reduction plans in collaboration with the IT, Finance, Operations and Program teams
- Plays a key role in developing safety policy for the organization and implementing related trainings
- Works with Program to develop action plans based upon the findings of internal reviews and conducts internal follow up as needed around implementation
- Envisions and implements a national Compliance training program, supporting the build-out and delivery of content
- Assists in identifying key organizational risks and the development of risk monitoring systerms
Compliance Administration
- Builds strong relationships and a positive communication flow with colleagues across multiple departments
- Ensures compliance team portal supports staff in understanding their compliance responsibilities
- Supervises lobbying compliance and the related administration and infrastructureÂ
- Works with other teams to understand and identify compliance issues in their departments
- Serves as compliance point person on safety related matters (including OSHA and other safety regulations), identifying areas requiring additional support and implementing policies
- Manages Compliance team to ensure that the business license, tax, authority to do business, charitable authorization, etc. registrations required for CEO’s operation under federal, state, and local laws are completed and maintained
- Works closely with Contracts and program to keep Certificates of Insurance up to date
- Supports the Finance team in reviewing and evaluating work-related incident reports
- Supports Finance Risk team with administration of insuranceÂ
Team Management and Support
- Serves as a core member of CEO’s Senior Team
- Leads and engages in team meetings and work across the Legal & Compliance unit leading/engaging in team meetings and supporting colleague projects
- Manages, coaches, and empowers Compliance team
- Supports Contracts Team to support compliance, for example, with data security laws and to support the contracting process (e.g. supervise Compliance team work on providing timely Certificiates of InsuranceÂ
- Collaborates with the Finance Department on compliance matters, including insurance
- Supports the program team in the successful start-up of new CEO locations
- Other duties as assignedÂ
Compensation and Benefits
The salary range for this position is $90,000 - 115,000 /annually CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located.The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above.Â
