Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is subject to pre-employment and random drug testing. This position is covered by the civilian drug abuse testing program.
- Incumbent is required to sign a DA form 5019-R, and/or DA form 7412 "Condition of employment for certain civilian positions identified as critical under the drug abuse testing program," or a Memorandum of Understanding (MOU).
- IAW change 3 to AR 600-85, alcohol and drug abuse prevention and control program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain a certified locomotive engineer certification to operate a locomotive as described in 49 CFR Part 240.
- Incumbent must obtain and maintain a valid Conductor certification per 49 Code of FederalRegulations (CFR) Part ยง 242.
- Incumbent is required to have a current military conductor card or a commercial railroad conductor card that is not expired.
- Must re-certify locomotive certification triennially (every 3 years), Per AR 56-3 CHP 3 A-C.
- Pre-employment physical exam required.
- This position has a lifting requirement of up to 75 pounds.
- Incumbent is required to obtain and maintain a valid state driverโs license and any installation and/or DoD license required for the type of vehicle being driven. A commercial driverโs license (CDL)equivalent to a Kansas State Class A is required.
- Irregular work hours required after normal duty hours, weekends, holidays, evenings, and nights.
- This position has been designated as key for mobilization and cannot be filled by an active reservist or retiree with call back orders. Provisions of DoD directive 1200.7 must be followed before either of the above can fill this position.
Qualifications
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Conductor (Motor Vehicle Operator)~ without more than normal supervision. I have the ability to perform common duties of a Conductor (MVO). I can perform train operation duties to include maintaining records of shipments, coordinating train make up, and utilize proper signals for railroads. I check written requirements for instructions pertaining to a variety of train equipment that is required to move the train. I make emergency repairs to equipment so that the train works efficiently. I have the ability to follow railroad signaling, railroad safety rules and procedures. I can conduct the train during bad weather, poor visibility, and nighttime operations. - Failure to meet this Screen out Element will result in an ineligible rating.

- PHYSICAL EFFORT: Position requires frequent lifting, carrying and replacement of heavy components and railroad mechanics hand tools (45 lbs.). Requires working in cramped or awkward positions on or under railroad equipment for prolonged time periods. Requires full use of arms, hands and legs in working over head on equipment. Requires bending, lifting, and twisting while operating material handler equipment.
- WORKING CONDITIONS: Work is performed in various weather conditions and subject to exposure to rain, heat, and freezing weather. Subject to dust, dirt, and engine fumes. Work is performed at various locations i.e. rail yard, DRRF site, and airfield. Employee may be required to work weekends, nights, or other than normal hours to support training/deployment/redeployment requirements. Ear and eye protective devices and safety shoes will be worn at all times of exposure to hazardous conditions while working as a conductor, locomotive mechanic or locomotive engineer.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
