Summary
This position is part of the Organization of the Joint Chiefs of Staff. The position is located in the Joint Staff (JS) J-7 Joint Force Development Directorate, Deputy Directorate Joint Warfighting Development (JWD), Futures and Concepts Division (FCD), Suffolk, Virginia.

- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- Must be eligible to obtain and maintain a TS/SCI security clearance.
- Incumbent may be required to travel from 5-10 nights per quarter or longer, if necessary, CONUS and OCONUS. Member must be willing and able to travel on military and commercial aircraft, vessels and/or vehicles.
- Incumbent may be required to work other than normal duty hours including evenings, weekends, holidays, and will be compensated within the scope/guidelines of government civilian employment.
Qualifications
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Recognizing CONOPS development with focus on joint and multi-Service level strategies and future warfighting capabilities and approaches to shape the future of the Joint Warfighter;
- Developing applications of warfighting concepts and developing supporting papers and briefings to clearly articulate agency position on high level matters such as force posture, capabilities, indications and warnings, and authorities;
- Identifying adversary methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments, including operational concepts, and Service, Joint and Department of Defense capabilities development processes;
- Planning, organizing, and integrating with teams both inside and outside the agency to negotiate and develop coherent and meaningful recommendations
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
