Summary
This position is assigned to the Construction Contracting Section; Nonappropriated Fund (NAF) Facilities and Construction Contracting Branch (N944); Fleet and Family Readiness Support Services (FFRSS); Commander, Navy Installations Command (CNIC); Millington, TN. The incumbent reports to the Section Manager, Construction Contracting Section in the management of the NAF construction contracting initiative.

Qualifications
A qualified candidate possesses at least one of the following:
- A 4-year course of study leading to a bachelor's degree in one of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
- At least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
- At least 4 years of qualifying experience and demonstrated job performance in a contracting position.
- Demonstrated expertise in general and/or construction contracting with appropriated funds (APF) and/or NAF procurement environments. Knowledge of contract administration policies and practices and demonstrated experience in contract negotiations. Knowledge of the rules and regulations governing APF and/or NAF acquisition.
- Knowledge and understanding of the rules governing appropriated and non-appropriated fund acquisition, including laws, regulations, policies, including precedent setting legal decisions. These include the Federal Acquisition Regulation and a wide variety of both DOD and DON appropriated and NAF laws and guidance.
- Must have analytical skill sufficient to evaluate, certify and audit contract proposals, awards and disbursements, acquisition reviews, inspections and field assistance visits.
- Must have excellent oral and written communication skills in order to craft contractually effective documents and agreements; present sensitive recommendations to higher authorities; and obtain concurrence with recommended approaches to managing issues. Must be able to make effective presentations to both senior and subordinate staff levels, and represent FFR on a variety of issues in a variety of forums of a highly technical or general acquisition nature.
Education
A 4-year course of study leading to a bachelor's degree with a major in any field.

An equivalent combination of education and experience.

Salary is dependent on experience and/or education.
