Summary

This position is in the Construction Branch Engineering Field Pool of the Central Federal Lands Highway Division (CFLHD) in Lakewood, Colorado; Carson City, Nevada; Henderson; Nevada; Clovis, California; or Albuquerque, New Mexico. The Construction Control Inspector is responsible for the physical construction of federal projects under the jurisdiction of Central Federal Lands.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: Current Federal employees and non-competitive selectees may need to complete a probationary period (unless already completed).
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PHYSICAL CONDITIONS: The work requires extensive standing, walking, climbing, bending, lifting and carrying up to 60 pounds. In addition, you will be exposed to varying weather and terrain conditions.
  • SHIFTS: Due to the overall responsibility for the project, the employee must be available for varied duty shifts and for off-duty emergencies, particularly throughout contractor multi-shift construction periods.
  • TRAVEL: The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations.
  • DRIVER'S LICENSE: You must have a valid state driver’s license, with a safe driving record, and be fully qualified to operate a government owned vehicle.
  • VEHICLE OPERATION: You will be required to operate motor vehicles in the performance of duties and will be completely responsible for their safe operation in compliance with applicable FHWA, federal, state, county, municipal or local laws and regulations. You will be responsible for reporting all accidents in accordance with regulations contained in applicable FHWA Instructions.
  • RECRUITMENT INCENTIVE: If a recruitment incentive is offered, selectee will be required to sign a service agreement.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of the application process so make sure we can verify the specialized experience in your resume. 

For the GS-12: You must have at least one year of experience, equal or equivalent to the GS-11 grade level, which included:

  • Experience with the administration and inspection of Federal, State or local highway construction projects that included major operations such as grading, drainage, bridge construction, retaining wall construction, traffic flow and maintenance, and recycled or conventional paving; AND
  • Experience applying highway technical engineering standards, practices, methods, and procedures to all stages of highway design, surveying, geotechnical analysis, erosion control, preparing plans, specifications, or estimate (PS&E) packages, and calculating pay item quantities for construction of highways and bridges.

You cannot qualify for the GS-12 grade based on education, you must meet the specialized experience, which is cited above.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.
  2. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.  You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
