Contract Finance Supervisor
The Contract Finance Supervisor will oversee all contracted task orders and requirements and be the main point of contact responsible for adhering and facilitating to the strict small business subcontracting plan that was agreed upon and accepted by the Department of Defense/DHRA as an integral part of MullenLowe’s commitments under the JAMRS Master Contract. MullenLowe is committed to the objectives of the Small Business Subcontracting Plan over the 5-year span of the master contract.
Position Requirements:
The Contract Finance Supervisor, through consistent outreach, contract bids, internal training of staff on the plan’s objectives, utilization of small business database resources, participation in appropriate venues for small business outreach and careful and consistent monitoring of plan performance, is instrumental to MullenLowe’s ability to achieve its 18% Small Business spend goal, as well as the goals set forth for the various socioeconomic businesses detailed in this plan.
The Contract Finance Supervisor will also be responsible for:
- Subcontractor contract review, outreach and reporting (Outreach efforts will include contacting minority and small business trade associations, as well as business development organizations and local chambers of commerce)
- Attending small business procurement conferences and trade fairs to attract women-owned small businesses, disadvantaged small businesses, veteran and veteran-disabled small businesses as vendors and/or subcontractors to MullenLowe.
- Implementing internal processes and trainings to further demonstrate compliance with the requirements and goals of the subcontracting plan, working closely with teams and JAMRS procurement personnel to ensure their understanding of our small business subcontracting goal obligation and our responsibility to demonstrate best faith efforts for small business outreach/utilization on behalf of JAMRS
- Managing JAMRS revenue forecast projections, profitability reporting, consolidated staffing plans, (fee + media + pass-through) projected monthly billing totals and responding to ad-hoc IPG/leadership financial requests.
- Supervising the Billing/Finance Coordinator (Eddie Hatch) to ensure appropriate performance of all routine daily and assigned duties associated with the role. Ensuring all work, client billing and reporting are in compliance with Master Contract and individually awarded Task Orders and their respective rules and regulations and confirm all key delivery dates are met.
Prior Experience:
- In-depth prior experience with DoD/Government contracting requirements, federal government procurement regulations and reporting systems are essential.
- Must have demonstrated experience developing, implementing, monitoring, and reporting on small business subcontracting plans for federal government.
- Proven financial analysis acumen and experience.
The salary range for this position is $80,000 to $120,000. Where an employee or prospective employee is paid within this range will depend on, among other factors, actual ranges for current/former employees in the subject position; market considerations; budgetary considerations; tenure and standing with the company (applicable to current employees); as well as the employee’s/applicant’s background, pertinent experience and qualifications.
