Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a remote Contract Specialist position with the USACE, Southwestern Division (SWD), Galveston District, Contracting Division in Galveston, TX.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Disclosure Statement, OGE-450, is required upon entry and annually.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Remote work agreement, which includes quarterly visits to the District Office, is required upon entry.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for 1102 Contracting Series:
Bachelor's degree (or higher degree)
from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24-semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:
(1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency,
OR
(2) Served as a military member in a comparable military occupational specialty;
OR
(3) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes:1) Performing pre-award and post-award functions including market research, acquisition planning, price/cost analysis, and negotiations; AND 2) Administering modifications to existing contracts to include contract closeout; AND 3) Preparing and issuing solicitation documents for service and/or construction projects.

This definition of specialized experience is typical of work performed at the GS-11 position in the federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Salary posted is a range for the primary duty station localities and will be adjusted to the locality of selectee's physical duty location.

A Recruitment/Relocation Incentive of up to 25% of the Base Salary, MAY be offered, depending on funding availability and management discretion. An incentive must be requested by selectee at the time of the tentative job offer and approved prior to hire. An incentive requires a signed service agreement.

A Permanent Change of Station (PCS) to Galveston, TX may be authorized upon request. A PCS to Galveston must be requested by selectee at the time of the tentative job offer and approved prior to hire.
