Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-1102-12 CONTRACT SPECIALIST (TITLE 5), Position Description Number T0047000 and is part of the MO United States Property and Fiscal Office.

APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.

  • Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017, Veterans who are retiring from active duty have a 180 day waiting period before an appointment effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions. Must also possess skill in collecting and analyzing contracting data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting program material.

GS-12 SPECIALIZED EXPERIENCE: Must have been awarded Level Two Certification under the Defense Acquisition Workforce Improvement Act (DAWIA). Must possess 12 months of specialized experience which includes broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: developing and negotiating positions, advanced cost/price analysis, contract termination, and procurement policies. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience include:
* Developing, preparing and presenting terms and conditions in bids or proposals related to the award of contracts.
* Negotiating and awarding contracts, contract modifications, and/or subcontracts.
* Legal practice involving participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures.
* Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination.
* Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general and administrative expense.
* Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts.

Education

BASIC REQUIREMENTS FOR ALL GRADES: Must possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degree AND possess at least 24 semester hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. The 24 semester hour requirement can be obtained within the degree or in addition to the degree.

The Basic Requirement stated above applies to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.

Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.

Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
