Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIRMENT.

This National Guard position is for a COST ACCOUNTANT, Position Description Number PDT5141P01 and is part of the Mississippi National Guard. This position is located at US Property and Fiscal Office (USPFO) Comptroller Branch, Accounting Services Branch.

CONDITIONS OF EMPLOYMENT & NOTES:

1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.

3. Must be able to obtain and maintain the appropriate security clearance of the position.

4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

5. Participation in direct deposit is mandatory.

6. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

7. This position is designated as Essential Personnel and may be subject to duty in preparation for, orin response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition.

GENERAL EXPERIENCE:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: The candidate must have at least three months of finance experiences and present a full range of competencies that demonstrated working knowledge of accounting program principles and procedures. The candidate must have the knowledge and ability to perform accounting work that includes financial statement and financial related programs. The candidate must have the ability to perform basic accounting principles and conduct business program requirements. The candidate must have experiences and training that demonstrate his or her abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

As a condition of continued employment in the GS-0510-09 position, dependent on the position's certification level, the employee must complete the financial management requirements for certification within 24 months of appointment to the position.

NOTES TO CANDIDATES:

Education

Series GS-0510 Positive Education Requirements
1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The candidate's background must also include ONE of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
  • The candidate successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
  • A panel of at least two higher level professional accountants or auditors determined that the candidate demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,
  • Except for literal nonconformance to the requirement of 24 semester hours in accounting, the candidate's education, training, and experience fully meet the specified requirements.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
