Summary
This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a national-level expert in the evaluation of network and systems technologies and oversee/provide input into associated Research and Development (R&D) and Test and Evaluation (T&E) efforts.

- A counterintelligence polygraph examination may be a condition for working on certain aspects of the project. Subject to pre-employment drug testing and periodic random drug testing thereafter.
- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
- The incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. It is possible that the incumbent may be TDY approximately 25% of the time CONOUS/OCONUS.
Qualifications
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
- Expert experience in the operations of industrial infrastructures and familiarity with computer network operations to facilitate development of state-of-the-art CWMD technologies to dissuade, deter, delay, disrupt, destroy, deny, and assure in accordance with Joint Pub 3-40.
- Expert experience of a wide range of qualitative and quantitative analytical and evaluative methods/techniques in order to assess and improve program effectiveness and evaluate complex management processes and systems to support development of technologies to counter the assembly, stockpile, delivery, transfer, or employment of WMDs.
- Expert experience of Project Management principles/practices in order to develop project action plans, establish milestones, anticipate timeline challenges, ensure compliance with project requirements, analyze cost/schedule/performance factors, and establish effective working relationships with Combatant Commands and Services.
- Expert experience in delivering management and programmatic assistance in order to deliver suitable options, alternatives, briefings, papers, standard operating procedures, and contingency plans to support operations and activities to delay, disrupt, or destroy networks, links, and nodes that support the conceptualization, development, production, and proliferation of WMDs.
- Expert knowledge of and skill in selecting and managing SMEs in scientific disciplines such as conventional, cyberspace, and special operations to ensure effective team collaboration and superior results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
