CWMD SOF Study Lead_ ROK (Remote)
Job Description
The Republic of Korea (ROK) Countering Weapons of Mass Destruction (CWMD) Special Operations Forces (SOF) Study Lead is responsible for leading a variety project management activity critical to the implementation of the ROK SOF CWMD capability/capacity gap analysis. These studies are sponsored on behalf of the Defense Threat Reduction Agency (DTRA) in support of the Combined Forces Command (CFC), U.S. Forces Korea (USFK), and Special Operations Command-Korea (SOCKOR). The Study Lead is responsible for overseeing all study activities including all aspects of study team management, stakeholder coordination, task accomplishment, schedule management, and final product development and delivery. The Study Lead will oversee dedicated study subject matter experts (SME) and will be responsible for coordinating the use of casual or contracted support personnel to meet study objectives. This position will serve as the primary POC for all ROK SOF study-related engagements, briefings, and progress updates to both external stakeholders and the PAE Program Management Team. The Study Lead will engage directly with the ROK CWMD Readiness Program Strategic Integrator, CWMD Study Manager, and Deputy Program Manager to ensure that all study activities are nested with CFC, USFK, and SOCKOR Operation Plan requirements for CWMD operations.
Project Management Knowledge
- Demonstrated project management experience implementing CBRN or Building Partner Capability/Capacity efforts
- Comprehensive knowledge of project management best practices including, but not limited to, resource, personnel, schedule, and stakeholder management
- Management of a team of diverse SOF/CBRN SMEs necessary to prioritize project tasks and coordinate all project activities across US and ROK stakeholder landscape
- Ability to analyze interrelated issues in long-range planning to make decisions and recommendations that will significantly affect DoD and ROK policies and programs
- Ability to coordinate complex studies and analyses requiring innovation; evaluate and present findings and divergent opinion to ROK-US stakeholders
- Ability to translate tactical level capability and capacity gaps in material and non-material solutions that impact USFK and CFC strategic operations; define and describe feasible DOTMLPF-P solution recommendations, including the consequences of their adoption, relating to the effectiveness and efficiency of study implementation
- Ability to prepare long-range and short-range planning guidance in accordance with broad agency or command program policies and objectives
- Skilled in oral and written communications sufficient to clearly articulate and represent findings and recommendations to a variety of audiences, including senior officials in DoD, CFC, and the ROK
- Ability to facilitate in person or virtual communications with ROK-US stakeholders
Military Leadership
- Experience as Senior Enlisted Leader or Company Grade Officer from either a U.S. Navy EOD CBRN Platoon/Mobile Unit or U.S. Army 18-series SOF solider that served in a Special Forces Group/Battalion with an assigned CWMD mission
- Graduate of Nimble Elder Program or advanced service component equivalent CWMD operational program
- Served as a military CBRN instructor and/or contractor training U.S. SOF CWMD forces in various partner nations on R/N search and detection operations (e.g., DTRA Technical Support Groups)
- Minimum of 10 years' experience in leadership/operations roles within a U.S. SOF or direct operational support command focused on CBRN or CWMD real-world missions
CBRN & CWMD Experience
- Served as a highly technical SME supporting or assigned to SOF WMD units, radiological and nuclear consequence management, and containment procedures for CBRN hazards in support of joint, combined, and interagency operations
- Provided knowledge of all aspects of the nuclear fuel cycle and personal protective equipment
- Provided Subject Matter Expertise for training on WMD hazards and threats, Personnel Protective Equipment (PPE), decontamination operations, presumptive detection equipment, procedures for sensitive site exploitation, and interoperability requirements between U.S. and ROK Forces
- Minimum experience as a former senior enlisted or officer within a SOF unit specializing in CBRN/CWMD operations focused on R/N operations
- Experience with providing insight and advice concerning training, equipping, and manning of CBRN forces
- Real-world experience deploying to austere environments supporting the full spectrum of CBRN operations to include R/N search and detection
- Ability to lead analytical reports and studies, and develops organizational, optimal, and comprehensive changes of processes concerning CBRN material
SOF Experience
- Demonstrated ability to transmit knowledge of SOF and SOF enabler integration into directed CWMD missions
- Experience in C-WMD and/or CBRN operations in support of SOF-related contingencies
- Experience serving with U.S. Crisis Response Forces, Special Mission Units, or Navy EOD CBRN Platoons/Mobile Units.
- Experienced with practical application of CBRN-related skills, to include operating in contaminated environments and employment of CBRN PPE.
- Understanding and practical application with SOF mobility and insertion methodology (air operations, ground infiltration, and maritime interdiction operations)
- Extensive experience training equipment operations to allied and U.S. forces to include operational experience tools ISO CBRN missions:
- Tools: PRST, Ortec Micro Detective, Ludlum, EPD MK2, SVG-2, LCD 3.3, NanoRaider, IdentiFinder, RadEye, FIDO XT, TALON/2DOF, LRM/HRM, FH40G, RadPack, MultiRae, ChemPro X and the latest generation of CBRN PPE (Level A, B, C). Experience in using these technologies in a real-world operational or training environment is highly desired.
- Knowledge and Experience: Principles of Research, Development, Testing & Evaluation of chemical and biological sensors, detectors, and field-confirmatory equipment.
Required Knowledge, Skills, and Experience:
- Experience as Senior Enlisted Leader or Company Grade Officer from either a U.S. Navy EOD CBRN Platoon/Mobile Unit or U.S. Army 18-series SOF that served in special forces group with an assigned CWMD mission
- Experience supporting partner force SOF units in support of WMD-related contingency operations/Experience in highly technical WMD operations, CBRN consequence management, and containment procedures for CBRN hazards in support of joint, combined, or interagency operations
- Bachelor's degree (Master's preferred) in a business management, program management, operations, or policy-related field
- Must be able to work independently with limited oversight and function effectively as part of a team
- Extensive experience engaging and advising US and foreign military senior leaders on the integration of near, mid, and long-term program plans, programs, and resources
- Expert in oral, written, and virtual communications
- Expertise with Microsoft Office programs with an emphasis on Microsoft Word, Excel, PowerPoint, and Teams
Travel Requirements :
- CONUS-based; willing to travel OCONUS 40%+
