Cyber Program Manager - TS/SCI

Position Overview
DTSI is seeking a Program Manager to lead cyber system sustainment and integration services for military organizations nationwide. The PM will oversee a team of cyber operators and sustainers providing full lifecycle support for existing and emerging technology systems critical to ensuring the U.S. military's operational capability in the cyber domain. The Program Manager will serve as DTSI's primary representative, ensuring adherence to program standards, cost control, schedule adherence, and technical performance. Implementation of DTSI CMMI Level 3 process control and quality management will be integral to this role, with reporting responsibilities to DTSI management and executive leadership.
Duties and Responsibilities
- Manage customer relationships and act as the central point of contact for communications with Air Force Program Offices and Contractors.
- Implement best practices in IT System Management and Agile Software Development across multiple sites.
- Ensure appropriate staffing levels for task completion and provide timely updates to the Program Office on personnel status in accordance with the Performance Work Statement (PWS). Responsible for managing staff performance, conducting employee assessments, and making hiring/firing decisions.
- Deliver Contract Data Requirements List (CDRLs) to the Program Office accurately and within specified timelines.
- Provide information on risks or issues in accordance with the project portfolio Risk Management Framework.
- Prepare and deliver presentations and briefings as required. Maintain official records by delivering meeting minutes for all government/contractor discussions.
- Establish and maintain a Quality Assurance Program.
- Develop schedules and implementation plans, including identification of technical approaches and anticipated prototype results.
- Ensure successful execution of program cost, schedule, and performance goals.
- Maintain and adhere to a fully integrated Contractor Work Breakdown Structure (CWBS) and deliver an Integrated Master Schedule (IMS) to support the entire effort. Provide ongoing input to the Program Office throughout the Period of Performance (PoP).
Required Qualifications
- 5+ years of experience leading complex IT system and software development and/or sustainment projects.
- Proven experience in strategic planning and management throughout all aspects of the project lifecycle, including budgeting, resource management, customer relationship management, infrastructure, and security.
- Demonstrated ability to handle confidential and classified information with discretion and judgment.
- Familiarity with Air Force Cyber Order of Battle and organization responsibilities of Air Force Cyber units.
- Ability to motivate and lead teams of technology developers, cyber operators, and engineering support personnel.
- Track record of satisfying customer expectations, adhering to contractual requirements, and meeting corporate performance objectives.
- Strong oral and written communication skills to effectively achieve desired outcomes.

- Β Active Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility
