Job Description

Position Overview 

DTSI is seeking a Cyber Program Manager with TS/SCI to lead cyber system sustainment and software development initiatives for military defense operations. In this role you will manage a technical team performing full lifecycle support for existing and emerging technologies within a secure and classified environment while maintaining responsibility for project deliverables and overall success. 

Duties and Responsibilities

  • Manage customer relationships and serve as a focal point for Air Force Program Office/Contractor communications.
  • Implement best practices for IT System Management and Agile Software Development across multiple sites.
  • Sustain appropriate staff to accomplish tasks required by the Program Office and PWS. Manage staff performance, development, and periodic reviews.
  • Provide contract data requirements to Program Office accurately and within requested timeline.
  • Provide information pertaining to risks in compliance with the Risk Management Framework.
  • Prepare and deliver presentations, briefings and documentation as required for all government/contractor discussions to be kept as official records.
  • Maintain a Quality Assurance Program.
  • Develop schedules and implementation plans, including parallel operations, identification of technical approaches, and a description of anticipated prototype results.
  • Ensure successful execution of the program factoring in cost, schedule, and performance goals.
  • Maintain and abide by a fully integrated Contractor Work Breakdown Structure (CWBS).
  • Deliver an Integrated Master Schedule (IMS) to support the entire effort and provide input to the Program Office throughout the PoP.

Required Qualifications 

  • Five (5) years' experience leading system and software development and/or sustainment projects within a classified and/or secure environment
  • Proven experience in strategic planning and management of an IT project lifecycle to include: budget, resources, customer relationship management, infrastructure, security, and scope creep
  • Proven ability of using appropriate discretion and judgement in handling confidential and classified information
  • Experience in a technical management/lead role
  • Excellent communication and interpersonal skills 

Desired Skills

  • Familiar with Air Force cyber and/or military cyber domain environment
  • Experience in Agile 
  • Experience in DevSecOps
  • Experience with JIRA, Confluence, RedHat, VMware, or Nutanix

Certification

  • Project Management Professional (PMP) Certification (desired)

Clearance

  • Active Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) eligibility - TS/SCI

Travel

  • CONUS/OCONUS travel may be required in support of customer requirements
