CYS Assistant Director NF-03

1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with:
For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as a directly-related behavioral science. Note: general Psychology/Sociology course work is not qualifying.

2. In addition to the basic requirements stated above the following is required:

• Experience that involved teaching children or other work that demonstrated the ability to perform the duties of the position.
• Ability to select, train, and supervise childcare and preschool employees, family childcare providers, or other care-giving adults.
• Ability to develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs.
• The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
• Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

OR

1. Successful completion of at least 24 semester hours in a major course of study in education or appropriate CYS field as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described.

2. In addition to the basic requirements stated above the following is required:

• 3 months of directly related work experience teaching children or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled.
• Ability to develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs.
• The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
• Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.

Area of Consideration
The AREA OF CONSIDERATION for this vacancy announcement is U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation and reside within the Local Commuting Area (defined as 100-mile radius) of Fort Drum, NY. Spouse Employment Preference (SEP) and Involuntarily Separated Military Preference (ISMP) are included in this area of consideration.

Allowances, Incentives and PCS Costs:

• Allowances, differentials, or incentives may be paid.
• Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
• The Employer will pay Sunday premium pay regular pay band employees at the rate of 25% of the employee's basic rate of pay for all hours of a non-overtime tour of duty when any part of the scheduled tour is performed on Sunday (including periods of leave and holidays).

The Fort Drum CYS Division now offers a childcare discount for CYS employees; 50% discount for first child and 15% for each child after.

As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees.

Pay-Band (NF or CY) Allowances and Differentials:

• Night differential has NOT been authorized by the Garrison Commander for Non-Bargaining NF positions and will not be paid to any Non-Bargaining NF employees.
• Pay band employees in pay levels NF-3 and above, including Off-Duty Military in those pay levels, and all Child & Youth employees, are entitled to receive non-foreign area allowances and differentials in the same amounts and under the same eligibility criteria prescribed for Appropriated Funds employees in the same locality.
