Job Description
Summary
This position is located at CYS Fort Drum Child, Youth & School Services. This announcement may be used to fill additional vacancies throughout the program. Management has the right to assign staff to locations as mission requires.
This position is eligible for the NAF benefits package and leave accrual.

- Must be 18 years of age or older at time of appointment or placement into the position.

- Meet qualification/eligibility/physical/background requirements for this position.
- Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
- A one year probationary period may be required (either initially or upon conversion, if applicable).
- Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
- May be subject to an irregular hours, evening and or weekends.
- Satisfactorily complete an employment verification (E-Verify) Check.
- Travel to on and off post locations required. Job requires working both in and out of doors.
Qualifications
OR
A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
In addition all candidates must possess:
1. Twenty-four (24) months of professional experience in managing at least 2 CYS programs (FCC, SAS, etc.) to include one year of responsibility of a center-based child or youth program facility. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs.
2. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
3. Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.

- Payment of Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). - Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
- Incentives will be paid.
- Additional Relocation Incentive in the amount of $10,000 is authorized for current Non-Appropriated Fund (NAF) (CNE) employees.
- This Relocation Incentive will be paid in addition to reimbursement of PCS costs and will require a service agreement of two (2) years beginning from the Entrance on Duty (EOD) date.
- Relocation Incentive will be paid upon establishment of residency within the geographic commuting area.
- The Fort Drum CYS Division now offers a 20% childcare discount for CYS employees. As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees. This temporary approval expires 31 December 2024.
