Job Description

Under the general direction of the Manager or designee, the Community Partners Operations Analyst is responsible for collaborating with the team to support the completion of activities needed to manage payment and care delivery reform. This position will support programmatic, operational, and reporting activities for the Payment Reform Implementation by supporting the Community Partners Program, specifically by performing day to day operational tasks to manage the program's functions and supporting reporting and analytics pertaining to the costs, utilization, quality and access to health care and human services

Requirements

  • Support the management of ongoing operational needs associated with program implementation, including:
    • Perform enrollment operations, such as enrolling and dis-enrolling members in the CP Program.
    • Supporting payment operations, including doing data quality checks on files created and managing production of payments.
    • Track, monitoring, and participating in systems development efforts, including software and IT development for both ongoing operations and reporting functions. May include writing business requirements and/or working closely with technical staff to ensure program needs are met.
    • Identifying, tracking, and resolving or managing the resolution of operational issues, including system defects, gaps in functionality, or other items.
    • Provide support to providers and vendors, including Community Partners, Accountable Care Organizations, Managed Care Organizations, and others, including:
    • Overseeing and managing trading partner testing for new functionality or system enhancements.
    • Answering questions in a timely manner, including researching and resolving any issues that arise.
    • Perform data analyses to support policy, performance management, and operational improvements. Prepare written summaries and reports of data analyses and provide input to written reports and other materials in support of the program/project initiatives. Obtain relevant data needed to construct databases and spreadsheets and help to organize qualitative information in a manner that facilitates its use for policy analysis.
    • Provide support for all internal and external communications, planning, and implementation of the reform efforts, including drafting and sending emails, creating and maintaining technical, process, or policy documentation, and drafting slides or other communications.
    • Coordinating and managing internal meetings, capturing key deliverables to ensure the critical aspects of the execution strategy are on track.
    • Perform other duties as required.

REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge):
  • Demonstrated project management skills such as ability to prioritize tasks, handle multiple tasks simultaneously, complete quality work on a timely basis within frequent, tight, deadlines, and to utilize effective problem resolution skills.
  • Demonstrated ability to conduct thoughtful and accurate analysis, research and writing in a relevant discipline.
  • Demonstrated ability to produce thorough, accurate results and to meet project milestones and deadlines.
  • Ability to learn new issues quickly.
  • Ability to take initiative on assignments and work independently as well as part of a team.
  • Demonstrated expertise in computer-based tools, including spreadsheets, database management, work processing, and presentation software.
  • Quantitative and qualitative policy/program research and analytical skills.
  • Strong organizational, interpersonal, verbal and written communication skills.
  • Demonstrated ability to maintain harmonious working relationships with others at all levels of responsibility.

QUALIFICATIONS (Education, Years' Experience, Certificates):
  • Bachelor's degree in Business Administration, Health Care, or related field; or equivalent.
  • 2-4 years of related work experience. Required work experience may include internships.
