We are seeking a Data Analytics and Strategy Lead who can support a growing informatics infrastructure at NIH. The ideal candidate will have a strong background in analytical methods that support data-driven decision making. They are passionate about and thrive in fast-moving and wide-ranging data science and analysis-oriented projects.
The Data Analytics and Strategy Lead will articulate a vision for change and develop new initiatives that result in enhancing the operational efficiency and scientific impact of the NIH program. The ideal candidate is an inter-disciplinary professional with scientific familiarity of biomedical datasets, conversant in the technical implementation of modern data management platforms, and the ability to influence change.
Working under minimal supervision, the Data Analytics and Strategy Lead is a business minded individual responsible for understanding the data needs across the enterprise who will develop and execute a roadmap to maximize data capabilities and business insights. This role is responsible for scaling the data function as new products and services are implemented and transforming data into insights that inform strategy and decision making to support profitable growth.
Responsibilities
- Facilitate the establishment and execution of the roadmap and vision for information delivery and management, including the enterprise data warehouse, big data, BI & analytics, and data management
- Drive data strategy direction including intake, sources, database design and structure, and data integrity
- Drive client business performance through digital insights and data-driven storytelling
- Transform data and information into insights that inform high-level strategy and tactical decision-making in support of objectives
- Champion a data-driven culture
- Train staff in data systems and reporting
- Identify KPIs that align to the mission of the program, and design and implement reports and visualizations to communicate to the stakeholders
- Develop project schedules for implementing projects and initiatives in alignment with established roadmap
- Function as a change agent, identifying both barriers to change, and driving impact as well as solutions to system, application, and workflow issues
- Use data insights to influence modernization initiatives
- Develop business cases that defines the problem/need to be addressed by the project and the reasons for project launch
- Document current processes to establish a baseline for improvements of future data management workflows
- Analyze, recommend, and assist with implementation of new data management processes, workflows, and solutions
- Run reports on data usage, publications citing the platform, other metrics of outcomes and impact
- Define metrics and data collections workflows focused on reporting on value and ROI
Requirements
- Master's degree or higher in a biomedical sciences discipline
- Experience in interacting with and presenting to federal senior leadership and scientists
- Self-driven, detail-oriented, and able to successfully track simultaneous tasks independently in a fast-paced team environment
- Able to provide technical and strategic input to leadership team to help drive change
- Experience with data exploration, reporting, data specifications, validations, and data planning
- Conversant with technology and analytic tools
- Excellent verbal and written communication skills
- Leadership, project management, and facilitation skills
- Demonstrated cross-functional leadership and ability to work with teams to drive results
- Experience working in Agile teams
- Able to obtain Public Trust Clearance
Desired Qualifications
- Experience in mental health research and data
- Experience in life sciences and bioinformatics at NIH
- Demonstrated ability to conduct large-scale analyses of experimental and clinical data
- Familiarity with clinical study processes
- Solid understanding of relational databases/database structures, and strong SQL skills
- Well versed in multiple disciplines, including the broad application of information technology, bioinformatics, and interpretation of information from a wide variety of sources
- Knowledge and experience with bioinformatics for storing clinical, imaging and/or genomic data
