Data Links and Communications Engineer III

Air Force Special Programs office is seeking a systems engineer experienced in Network Communications and Data Links to deliver cohesive network communication solutions that cut across and leverage existing and developing enterprise solutions. As a member of the Digital Technology Transformation Team (DT3), the successful candidate will increase awareness of available enterprise services, match users to the right service(s), expedite delivery of integrated solutions by identifying and leveraging existing and emerging integrated digital capabilities to provide streamlined digital enterprise solutions to the Department of Air Force and Joint communities.

The contractor shall have the following knowledge, skills, abilities, and experience in performing the tasks:

• Support agile communication initiatives and activities.
• Review systems documentation including plans, specifications, design data, procedures and other associated documents in support of assigned systems and for systems that interface with assigned systems.
• Capture essential data from comprehensive technical documentation for engineering forecasts, status reporting, and detailed planning of projects.
• Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications.
• Prepare technical documents which define, specify, and recommend system/subsystem characteristics. Prepare management reports and conduct technical presentations for planning, implementation, and corrective action using application of engineering economy principles.
• Perform problem/gap definition, trade space analysis, science and technology roadmap analysis, "Set based design" for concept development, Multi-Objective Decision Analysis (MODA) and cost versus capability trade off analysis.
• Capable of implementing Digital Engineering, Digital Thread, and Digital Twin techniques across system Lifecycle
• Experience with Open Mission Systems (OMS) Architectures, HW/SW processing environments, and limits of current OMS.
• Advise and assist staff Engineers, Integrated Product Team (IPT) members, Program Managers (PMs), and joint combined test team customers on performance, schedule, and cost issues with respect to planning, communications, and control.
• Develop and document Joint Service approaches for integrating weapons into existing tactical data link (TDL) environments that support effective weapon capability across a broad range of warfare intensity and force architectures, while minimizing negative impact on existing users and usage of those environments.
• Provide direction on program development of software architectures and designs concepts, hardware development such as electronic circuits, electronic devices, or equipment for purposes such as communications, computation, sensing, and control. Provides overall technical direction and guidance for performing requirements definition, development, modification, integration, validation, testing, redesign, when necessary, and special investigations associated with development and sustainment support activities for all assigned systems, to include performance analyses, modeling and simulation, hardware/software investigations and reliability or maintainability studies.
• Selected individual will perform other duties as assigned.

• Active Top Secret Clearance
• Bachelors or master's degree in engineering
• 7-10+ years of Network Communications Engineering and Tactical Data Links experience
• 5+ years of relevant experience in Department of Defense (DoD)
• Experience with tactical data exchange networks including Link-16

Qualifications/Technical Experience Requirements:

• Must be a U.S. Citizen
• Active Top Secret Clearance
• 7-10+ years of Network Communications Engineering and Tactical Data Links experience
• 5+ years of relevant experience in Department of Defense (DoD)
• Experience with tactical data exchange networks including Link-16
