Job Title: Data Scientist
Location: Shanghai
PayPal's Global Fraud Risk team is responsible for partnering with global business units to manage a variety of risk types including stolen identity, account take over and various fraud issues. This is an exciting team where the contributions by the team members can directly impact PayPal's bottom line and create experiences that our customers love. Consumer Risk Service team develops insights and strategies about PayPal users and translate them into code and processes designed for large scale risk assessment/decision for PayPal products.
Primary Job Responsibilities
- Manages a significant business area and is responsible of developing and deploying a global platform that provides loss monitoring and an automated ability to deploy rules to combat new fraud attacks
- Focuses significantly on providing the appropriate framing of business problems, making critical design decisions, defining project plans and work breakdowns, setting timelines and quality metrics for the project, and coordinating activities of cross-functional teams to deliver effective solutions.
- Create consumer risk policies, strategies and experience to support PayPal growth while ensuring alignment with financial and reputational risk appetite.
- Proactively identifies, investigates, and resolves most issues and problems that may impact all components of work.
- Apply statistical techniques and strategy solutions to predict and manage consumer risk associated with PayPal products and accounts
- For each decisioning strategy project, design its best structure and select the most appropriate techniques which may include a combination of several techniques
- Conduct on-going strategy performance analytics and communicate strategy design and result to senior management
- Work with product managers and engineering team in deploying risk decisioning strategies, designing new product capabilities, enhancing systems
- Trouble-shooting any data, system and flow challenge while maintaining flawless strategy execution

Basic Qualifications
- BS/BA degree in Mathematics, Statistics, Operations Research, Engineering, Economics or related quantitative discipline or equivalent with 5+ years in quantitative experience
- MS/MA degree or equivalent with 3+ years related experience
