Job Description:

This acquisition will directly support the enforcement of the tariff actions and affiliated exclusion program. To analyze and make tariff exclusion decisions, the agency requires staffing support that is not currently available at the agency. As the specific set and level of tariffs will likely be altered over time, the agency must have the flexibility to add/modify staffing as necessary to accurately and expeditiously process what will likely be substantial exclusion requests. The agency’s objective is to fairly and efficiently analyze each exclusion request filed to determine if the request should be granted or denied.
The contractor has the following minimum manning requirement for this contract in support of the Interagency Center on Trade Implementation, Monitoring, and Enforcement (ICTIME):
 

•  Data Scientists to provide support for ICTIME.

The following tasks shall be performed (subject matter and tasking may change frequently, including multiple times per day):
 

1. Conduct electronic and manual research for identified subject matter.
2. Draft memoranda summarizing and/or analyzing research results.
3. Review documents for identified subject matter.
4. Occasional translation of research results into English.
5. Scan and file images of documents as appropriate.
6. Assist in creation and updating of tracking logs.
7. Review, summarization, and preparation of documents.
8. Assist in various litigations.
9. Fact and citation check.
10. Prepare evidence.

Required Education, Experience, & Skills:
All contractor personnel performing services under this contract must be at least 18 years of age and U.S. citizens. The contractor shall provide personnel with the following qualifications to support this requirement, (all EOP contractor personnel must be Top Secret (TS) eligible):
 

• Data Scientists with a minimum of 5 years’ experience. Data Scientists must be able to research, identify, prepare reports, organize and analyze applicable global trade data to include leveraging USTR procured data sources and subscriptions in support of the Interagency Center on Trade Implementation, Monitoring and Enforcement.
