The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

This is an intermediate level Database Administration position managing several databases within the City’s specific technology infrastructure.  This position serves as Database Administrator for the development, testing and production of the City’s mission critical databases.  Duties include all database administration activities at the intermediate level for designated Database Management System technologies (including the IBM z/OS Mainframe):   database creation, database sizing and maintenance.  This position reports to the IT director of Data Management in the Office of Innovation and Technology (OIT) and receives oversight from Principal Database Administrators.


Essential Responsibilities

  • Perform all Database Administration activities at an intermediate level (including the Mainframe)
    • Database creation
    • Database sizing and maintenance
    • Database capacity planning
    • Database backup and recovery
    • Database performance tuning
    • Database security management: user access grant, privilege management, etc.
    • Data replication
    • Database metrics monitoring and reporting
    • Database objects migration
    • Database jobs creation and monitoring
    • Database Reorganization
    • Database and related ancillary software installation and configuration
    • Database patching
    • Research and Documentation
    • Basic Business Intelligence and Reporting
  • Perform IT service management activities
    • Change Management: create and update change requests
    • Request Fulfillment:  create and update request tickets
    • Release Management: maintain release management artifacts, capture release management Key Performance Indicators (KPI)
    • Problem Management: participate in problem management meetings as directed
    • Adherence to standards, policies and procedures of OIT and the Database Group
    • Customer engagement
    • Collaborate with other OIT units
  • Perform Professional Development Activities
    • Studying and preparing for identified relevant certifications in the technology of choice (PostgreSQL, Oracle , SQL Server, etc.) as directed.

Required Skills

  • Knowledge of the z/OS Mainframe 
  • Appropriate Operational Knowledge of preferably two of the following City’s Database Management System technologies: ADABAS/NATURAL, PostgreSQL, SQL SERVER 
  • Knowledge of Software Programming concepts: source code, compilation, design, etc.
  • Familiarity with navigating online documentation
  • Working knowledge of relevant Operating Systems (z/OS for ADABAS, WINDOWS)
  • Ability to carry out administrative and technical communication orally and in writing.  Comfort level with diagrams and numbers.
  • Ability to work as a team member
  • Working understanding of computer network architecture and operation
  • Ability to communicate with non-specialist customers
  • Ability to work independently
  • Self-learning ability

Qualifications

Education and/or Experience

  • Completion of a Bachelor degree program at an accredited college or university which has included major course work in Computer Science, Information Science, Systems Analysis, Software Engineering, or related relevant field.  A postgraduate degree is a plus.
  • Three to four years of experience in Database Administration in some of the City’s main Database Management System technologies: ADABAS/NATURAL, POSTGRESQL, ORACLE, SQL SERVER, SYBASE.

Certification, Licenses, Registrations
Any certification in the above mentioned specific technologies is a plus.
 

Additional Information

Salary Not to Exceed: $73,000
