The Cyber Physical Deterrence Technologies Department (L543), part of the Cyber Infrastructure Protection Innovation Center (CIPIC), is focused on capabilities and technologies designed to deter our adversaries from holding our infrastructure at risk. This includes technical deterrence capabilities such as forensics and attribution, device countermeasures, adversary emulation, and deception capabilities. Policy-based capabilities also play a critical role in the execution of the deterrence mission. Development of normative behaviors and well-defined coordinated response options, for example, are achieved by reducing the ambiguity surrounding cybersecurity capabilities possessed, and the consequences for leveraging these capabilities against global infrastructure. L543 examines both domestic and foreign control systems and weapons systems technologies for hardware and software weaknesses. CIPIC views deterrence as a capability achieved in a coordinated fashion using both technical and non-technical means; the Policy Support core LOE is heavily engaged by L543.

Job Description:

The L543 Cyber-Physical Deterrence Technologies Department in the Cyber Infrastructure Protection Innovation Center (CIPIC) is seeking a Department Chief Engineer (CE) to be part of the department leadership team to advance the delivery of high quality, high impact technical work for our sponsors, drive innovative solutions, develop department talent, and provide thought leadership. The CE works in partnership with the Department Manager, Group Leaders, Capability Area Leads, Division Chief Engineer, and technical staff to collaborate across the department in both operational and strategic capacities.

Key Responsibilities:

The CE is directly involved in the department's sponsor-oriented technical strategies focusing on cybersecurity, with a focus on OT Technical Capability Areas (TCA). The CE will contribute to the TCA ongoing evaluation and evolution, as needed, and their execution. The CE serves as a technical advisor and contributor, provides thought leadership, identifies opportunities for integration, and drives innovative solutions for sponsors.

Because this individual is cognizant of emerging technologies that will benefit the work programs of L543, the CE is also a key contributor to the department's strategy development and work shaping efforts, working across the department to identify and address opportunities to advance our sponsors' mission and programs. The CE is also a connector, helping to determine the demand signal and influence our hiring, training, and growth to better serve the department, division, and MITRE strategic needs. This role is funded for 10% of your time, with the remaining 90% normally focused on sponsor projects.

Key Functions:

  • Serve as a focal point for technical quality
    • Lead the development of technical quality approaches in partnership with the other Department Chief Engineers and the Division Chief Engineer
    • Maintain awareness of ongoing and anticipated work programs, and their technical work and quality needs
    • Work across the department to resolve quality issues and proactively anticipate technical quality needs
    • Coordinate with department leadership to ensure full situational awareness of technical work being completed by staff
  • Drive technical impact
    • Support department leadership, and lead, as needed, department work shaping activities, including engagement planning, staffing needs, and future growth
    • Partner with the Division Chief Engineer and other Department Chief Engineers to execute the division technical strategy
    • Partner with the department Capability Area Leads, supporting their efforts to be focal points for the key technical competencies of the department.
    • Leverage opportunities for integration and collaboration across work programs and technical disciplines
  • Participate in strategic planning
    • Work with the Division Chief Engineer and other Department Chief Engineers to determine the emerging cybersecurity technologies that should be the focus of training and hiring in L543 and L540
    • Bring relevant knowledge and information back to the department to increase the collective knowledge of the department
    • Coordinate with the department TCA leads to help ensure alignment with the department technical strategy
  • Drive Innovation
    • Work with Division Chief Engineer and other Department Chief Engineers to find connections to MITRE's research programs and identify opportunities in the research programs to apply to the department's work program
    • Work with department staff and across the division to inspire innovative ideas and solutions to cybersecurity that can be leveraged for MITRE's research program
  • Develop and mentor staff
    • Coach department members to grow their knowledge and capability
    • Mentor future technical leaders and develop future technical career path staff
    • Participate in the department's hiring and mentorship activities

Required Qualifications:

  • Bachelor's Degree in Computer Science, Engineering, Physics, Mathematics, or related field
  • 12+ years of relevant experience
  • Strong technical leader in Operational Technology, Control Systems, Cyber Deception Environments, or general Industrial Control Systems cybersecurity, and an interest in staying technically informed
  • Be a technical expert and be a thought leader in at least one technology or domain applicable to the Cyber Physical, OT/IoT, or OT deception and deterrence. Domains include the operations of and cyber protections for: Cyber physical and weapons controls systems; Operational Technology (OT), Industrial Control Systems (ICS); Critical Infrastructure (CI) such as electrical power production and distribution; Internet of Things (IoT)Cyber Safety; OT/IoT devices and associated protocols (DNP3, CIP, Modbus, etc.); OT device forensics.
  • Demonstrated ability to work collaboratively with teams, various sponsors, and across MITRE as appropriate. This includes leveraging relationships and experience to benefit staff and work programs.
  • Passion for working with people and coaching talent
  • Ability to obtain and maintain a DoD-Secret level security clearance.
  • Ability to obtain and maintain DHS-Secret Fitness level security clearance.

Preferred Qualifications:

  • Eligibility for a TS/SCI clearance
  • Graduate Degree in Computer Science, Engineering, Physics, Mathematics, or related field
  • 15+ years of relevant experience
  • Demonstrated leadership of projects that provide innovative solutions leading to novel capabilities
  • Experience with OT device security and analysis.
  • Experience with OT network monitoring including serial, Ethernet, wireless, etc.
  • Experience with OT emulation.
  • Working knowledge of cybersecurity policies and standards related to ICS/SCADA.
  • Working knowledge of hardware (OT) testing and evaluation techniques.

Salary compensation range and midpoint:

$177,000 - $221,000 - $265,500 Annual
