Department Manager, Expeditionary Department
Job Description
The Naval Division (N230) is seeking a highly talented and experienced leader to be the Expeditionary Department Manager. The Department focuses on delivering expeditionary capabilities to support of Navy and Marine Corps programs and warfighters. The position will be responsible for managing a very diverse department of approximately 60 staff, primarily located in Quantico, VA, with additional staff located in Charlottesville, VA and in San Diego, CA.
The selected candidate will be responsible for setting the technical direction of the Department's capabilities, strategically shaping the work program, growing a diverse team of world-class talent, fostering a culture of connection and belonging among department staff, and building collaborative relationships across MITRE, our sponsors, industry, and academia.
This will be a key position for development and implementation of Naval Division's contribution to the MNS strategy and the Pivot to the Pacific initiative. Success in this position will require strategic thinking, creative work shaping and close coordination across J&S and MITRE Labs to maximize impact for INDOPACOM and MARFORPAC.
As DM, the position will have accountability to the Naval Division Managing Director for all aspects of the sponsor facing and internal department operations. The DM will also work with the MNS Priority Leads and Naval Division Outcome Leads in the areas of Counter-C5ISRT, Decision Advantage (including Joint All-Domain Command and Control), Undersea Warfare, Autonomy, Digital Engineering/Modeling & Simulation and Cyber, to align the department's work program with efforts across the company in these areas to increase impact.
The selected individual will be responsible for developing and maintaining strategic relationships with USMC leadership in Quantico and the INDOPACOM theater. The position will be located in Quantico, VA and the applicant will be required to locate there for a period of at least 36 months.
Roles and Responsibilities:
- Communicating clear expectations and goals that contribute to important sponsor or enterprise strategic outcomes as well as project level outcomes. Ensure delivery of regular, constructive feedback and developmental support to Project Leaders, Group Leaders, and to staff. Ensure that department staff performance and compensation management activities are fair and transparent,
- Develop the next generation of leadership: thought leaders, project leaders, and people leaders. Ensure the hiring, development, and shaping of the required skills, capabilities, and diversity of the department's workforce,
- Collaborating with Naval Division leadership and other Naval DMs in the development of the portfolio strategy and shaping the work in support of the NSEC priorities and sponsors,
- Collaborating with Innovation Centers and other Program Divisions to provide the highest quality skillsets and capabilities to meet the needs of the Expeditionary Department work program,
- Developing and nurturing relationships with senior leaders in HQMC, MARFORPAC, MARCORSYSCOM, MCWL, and others supported by the Expeditionary Department with the goal of serving as trusted advisor and guiding the respective work programs to achieve strategic goals,
- Fostering an environment of connection and belonging, with a focus on inclusion and diversity,
- Delivery of high-quality technical products that are timely and enable accomplishment of sponsor outcomes,
- Execution of department operations and budgets,
- Oversight of the MITRE Quantico site,
- Be an exemplary model of MITRE Cultural / Behavioral Attributes: Speed, Risk Taking, Adaptability, Grace and Respect, and Collaboration.
Minimum Qualifications:
- A Bachelor of Science degree in Engineering, Computer Science, Mathematics, or equivalent and 12 years of related experience; or 10 years and a Master's degree; or a PhD with 7 years' experience
- Applicants selected for this position should have TS/SCI clearance, and at a minimum must possess a DoD Secret clearance and will be required to obtain at TS/SCI clearance immediately.
- Previous Leadership experience as a DM, Assoc. DM, Group Leader or similar mid-level management role which demonstrates exceptional employee engagement and development, thought leadership, critical thinking, strong problem-solving skills, a proven track record of sponsor engagement and extensive experience in systems engineering,
- Strong domain background in one or more areas of military operations, long range fires, defensive or offensive cyber operations, information operations, command and control, and other symmetric and asymmetric warfighting domains,
- Proven experience engaging senior sponsors with successful impacts and outcomes, and establishing and maintaining strategic partnerships,
- Established track record in leading the delivery of data-driven technical products within the military warfighting domain,
- Technical background in one or more disciplines of relevance to the Marine Corps: systems engineering, cyber security, information technology, communications, sensors, data analytics,
- Demonstrated ability to take risk and lead work with partial insights, and operate effectively autonomously,
- Demonstrated MITRE project and people leadership experience,
- Demonstrated conflict resolution skills,
- Experience in hiring technical staff,
- Experience managing large teams,
- Demonstrated collaboration and communication skills to support individual, team, and customer-related interaction,
- Excellent written and verbal communication and presentation skills,
Preferred Qualifications:
- Experience as a DM, Associate DM, or equivalent,
- Understanding of Indo-Pacific threats and military issues,
- Naval domain expertise,
- An advanced degree in Engineering, Computer Science, Mathematics, or equivalent with 12+ years of experience,
- Possess an active TS/SCI Clearance.
