About the Role

In this role, the Deputy Chief of Quality Assurance will help oversee the division's building department services which include quality assurance audits of contracts documents and construction for tenants and line departments, along with the issuance of Permits to Occupy/Use and Certificates of Completion. The Deputy will help oversee division's cyclical (periodic) structural integrity inspection program of all PA and leased assets, which includes reporting on conditions with recommended repairs; and responding 24/7 to immediate actions; all to ensure safe and sound assets for the agency. Role will also include overseeing annual post construction inspection of fire protections systems and vertical transportation systems. Role will require navigating contentious issues regarding code compliance and compliance with contract documents that arise during construction document reviews and audits of constructed work. Role will also require that ability to assess immediate structural integrity issues and act accordingly to protect the travelling public and operations, while minimizing impacts to the public and operations.

Responsibilities

  • Assist with directing and managing building department code conformance services
  • Assist with directing and managing condition inspections of all structures
  • Overseeing administration of division staff consisting of professional engineers, registered architects, and a diverse group of field inspectors
  • Overseeing program for consulting services
  • Overseeing digital transformation of the division

Minimum Qualifications

  • Bachelors Degree in Engineering or Architecture from an accredited college or university
  • Licensed to practice Engineering or Architecture in New York and/or New Jersey
  • A minimum of 12 years' experience in progressively more responsible positions in the design and/or inspection of transportation facilities. Types of transportation facilities shall include several of the following: airports (terminals, roadway frontage, airfields); parking facilities; rail transit; light rail transit; bus terminals; ferry terminals; vehicular and rail tunnels and bridges; toll plazas; open public spaces; and non-public facilities that support the public infrastructure
  • Demonstrated experience with inspecting structures and/or auditing designs for life safety compliance and/or auditing construction for life safety compliance and compliance to contract drawings
  • Working knowledge of applicable building codes and laws governing design in the Port Authority of New York and New Jersey region
  • Ability to successfully lead project teams and manage project schedule, budget and programs
  • Experience as a supervisor overseeing the day-to-day performance of 4 or more direct reports
  • Ability to maintain a positive environment, set goals, provide incentives, recognize achievements,
  • Valid driver's license
