Deputy Program ManagerÂ
We are actively seeking a Deputy Program Manager (DPM) for an upcoming opportunity with Federal Aviation Administration (FAA). This role will support several ATO directorates under Program Management, Technical Analysis, Administrative, and Managerial. The Deputy Program Manager reports directly to the Program Manager and supports day to day operations and will serve as Administrative Project Manager. This role oversees contracts, provides status and progress reporting while serving as administrative connection between onsite contractor staff and a contractor’s home office. The DPM will have some shared responsibility, accountability, and authority for the management, control, and coordination of all work to be performed under the contract as directed by the PM. Responsible for all contract program management activities, overall assignment of work, management of personnel, financial, operations, facilities and resources, risk management, quality control, contract management reporting, and management of Task Order Leads. Ensures that projects are fully controlled, that goals and objectives are set, program responsibility is assigned, and results are documented. Must maintain a general knowledge of all technical and management areas of the contract. Must be familiar with the FAA’s Acquisition Management System (AMS). Experienced with contracts of similar size and scope. The DPM shall interface with Government management personnel, contractor managers, and customer agency representatives as directed by the Program Manager. The DPM is responsible for  supporting the PM through formulating and enforcing work standards, and assigning, scheduling, and reviewing work. The DPM disseminates policies, purposes, and goals of the organization to subordinates. Must have exceptional oral and written communication skills, organizational skills, critical thinking and analysis skills, and meeting facilitation expertise.Â
Eligibility Requirements:
- Understands the FAA and the ATO Organization
- Eligible to work in the U.S. for any employer without sponsorship
- Bachelor's degree from an accredited university or collegeÂ
- 10 years of experience overseeing administrative support staff on large projectsÂ
- Experience with complex program and/or project issues within governmentÂ
- Ability to work from client site in Washington DC on a daily basis
Work Responsibilities
- The DPM must have an excellent knowledge of the FAA Organization, understands each ATO Directorate’s role and understands the National Airspace System (NAS) elements.
- The DPM manages subordinate staff assigned and ensuring accomplishing contractual goals and objectives
- Communicates as approved with the FAA CO and COTR and is the secondary point of contact.
- Establishes project schedules and determines budgets for all activities, and monitors progress in meeting schedule and budget requirements.
- Performs budget and planning integration in support of efficient management and fiscally responsible business operations
- Anticipates project staffing needs, identifies, and interviews available personnel when assigned, and implements approved staffing assignments in accordance with schedule requirements.
- Establishes objectives and conducts performance appraisals for direct reports.
- Directs the work of subordinate staff in support of multiple organizations to meet strategic goals of the each ATO organization and participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization
- Supports strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate
- Develops and organizes work schedules based on the rate and volume of work; monitors multiple tasks and projects to ensure milestones and deadlines are met or adjusted as needed across various ATO directorate projects
- Provides PM support through ensuring Monthly Status Reports (MSR) are submitted on time and are accurate
- Re-prioritizes and reassigns subordinate work as needed
- Supports PM through developing contract goals and activities and builds a shared vision that incorporates the goals of the FAA, and the Directorate
- Supports development of new programs to support the strategic direction of the ATO and FAA organization
- Supports PM through integration of budget planning processes for all projects/programs under his/her control, and projects both short-term and long-term future needs
- Coordinates with PM and develops an evaluation method to assess program strengths and identify areas for improvement
- Supports management of risks and issues that may occur over the course of the contract life cycle, and develops mitigation measures to correct such issues/risks
- Applies detailed knowledge of and oversees technical aspects of the work directed; and a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the ATO directorates, and the FAA
- Manages budget and other critical administrative programs (time and attendance reporting, travel, wireless communications, space, controlled correspondence, etc.)
- Oversees and reviews the development of all briefing presentations with budget requirement data, impact statements, estimate worksheets, and crosswalks for changes between years or internal transfers
- Performs other responsibilities associated with this position as may be appropriate
Preferred:
- FAA ATO experience supporting Technical Analysis, Administrative, Management and
- Program Management Professional (PMP) Certified
