Development Services Engineer / Engineering Analyst

Description

Engineer/Engineering Analyst is responsible for providing project management leadership and technical support in evaluation, selection, procurement and development of sites for new generation projects. Responsibilities will include establishing site screening criteria, providing site analysis, negotiating land contracts, obtaining local permits and regulatory approvals, negotiating tax abatements, providing due diligence support on acquisitions and supporting corporate real estate matters for operating assets. Knowledge of power generation technologies, transmission interconnect processes, gas supply, water supply, environmental diligence, zoning classifications, permitting approval, and real estate transactions are beneficial.

Job Responsibilities

  • Identify and assess potential sites for new-build generation opportunities
  • Coordinate site selection with Southern Power Business Development, Project Development, Environmental Permitting, and Transmission groups
  • Utilize computer mapping (e.g., GIS), external consultants, and other sources in compiling site attributes and ranking prospective sites
  • Conduct site diligence including site visits, landowner negotiations, and permit approvals
  • Support Project Development to build project business case and collaborate on decisions at key milestones in Project Lifecycle
  • Lead site development activities including but not limited Phase I/II environmental site assessments, archeological/cultural resource evaluations, land surveys, securing unencumbered land title, procuring required easements or other real estate rights, land use permits, regulatory approvals, and tax abatements
  • Provide support and technical expertise for real estate and environmental due diligence work associated with screening, risk mitigation, and valuation of project acquisition opportunities
  • Support positive landowner relationships during generation construction and operation

Education & Work Experience

  • 4-year college degree required. BS in Engineering or related discipline
  • Preferred MBA or JDA desirable
  • Three to five years relevant experience a plus
Knowledge, Skills & Abilities

  • Working knowledge of state and federal environmental and/or real estate regulations/laws
  • Working knowledge of local land use regulations and zoning requirements as well as state regulatory approval process.
  • Working knowledge of generation transmission interconnect study processes and requirements
  • Working knowledge of financial analysis tools and tax abatements
  • Knowledge of electric generation fuel sources, availabilities, and environmental characteristics
  • Ability to collect, synthesize, and interpret information quickly to formulate business decisions and risk mitigation strategies
  • Ability to negotiate with landowners to secure site control and easements as well as represent the company in front of county officials to secure permits and tax abatements
  • Excellent communication and organization skills
  • Ability to work closely with both internal and external stakeholders, including engineering, environmental, development and financial staffs within the company, plus external consultants, attorneys, and landowner
