Digital Measure Programmer I

NCQA is Hiring and we are adding a new Digital Measures Programmer to our growing development team. Do you have experience in health care, informatics, or computer programming? The Digital Measure Programmer will be responsible for managing defined development processes and tasks. The qualified candidate will develop approaches to meet project objectives and planning task components. The Programmer will also participate in the process of setting goals for digital measure development activities. Your contributions will highlight the quality of care impacting millions of individuals in the US.

Primary Responsibilities

• Support digital measure development activities
• Develop drafts of technical measure specifications for consumers, purchasers and regulators.
• Develop unit tests (synthetic patients) to validate measure logic.
• Plan and manage project tasks. Accountable for quality and timely completion of work.

Support the development of project deliverables and the management of projects. This will include:

• Develop drafts of project deliverables including assisting with the development of a plain-English description of measure criteria, and other documentation to explain the measure calculation.
• Assist with organizing project meetings.

Aid in proofreading, editing and production of reports and presentations.

Customer service and communication:

• Draft internal communication (written and oral).
• Draft and help finalize external communications (written and oral).

Assist in internal presentations.

Qualifications

EDUCATION

Minimum Required: Certificate in a relevant health care field or programming course

• Preferred Level: Bachelor's degree in health care related field (e.g., Health informatics, health policy, health administration, public health, nursing, biology) or computing / quantitative field (e.g., Mathematics, information systems, computer science)

EXPERIENCE

Minimum Required: 0-2 years of experience in a health care field or with electronic medical records (digital health data) or programming. Demonstrated ability to work successfully in a team environment.

• Preferred Level: Experience programming in Visual Studio Code or a similar environment. Experience with Agile methods. Knowledge of health systems and/or quality measurement issues. Knowledge of health informatics, and public health and medical services issues.

SPECIFIC SKILLS

Minimum Required: Experience with a programming language (e.g., Python, React, SQL, Javascript, HTML, Java) in a professional or academic setting.

Excellent oral and written communication skills and ability to perform several tasks/projects simultaneously with an uncompromising level of attention to detail.

Proficiency with Microsoft Word, Excel spreadsheet applications, and PowerPoint.

• Preferred Level: Experience with CQL. General knowledge of health information technology or Health Level Seven (HL7) international standards.
