Unit Context:

The Economics and Sustainability Group of MIGA (MIGES) has four main functions. First, it contributes to and supports the underwriting process in the areas of country economics and risk analysis, project economics and development impact (including climate, gender). Second, it is responsible for ensuring the guarantees MIGA provides are developmentally sound, consistent with good policy and with World Bank country strategies, meet MIGA's social, environmental and climate standards, do not pose undue or improper reputational risks to MIGA, and are financially prudent. Third, it manages MIGA's internal evaluation function. Four, it works with World Bank and IFC to jointly develop the Country Partnership Framework. This work is done through a small group of high-level professionals, with expertise in various disciplines

MIGA is recruiting the Director to lead the MIGES teams. The Director will report to the Vice President, Chief Risk, Legal and Sustainability Officer. The ideal professional will have deep technical experience in the sovereign and sub sovereign risk arena as well as strong people, relationship and resource management skills. Strong knowledge of WBG environmental, social and climate frameworks is highly desirable.

DUTIES & ACCOUNTABILITIES:

Technical Expertise:β€’ As a key member of MIGA's senior management team, work closely with the other management team members to implement the Agency's strategy.β€’ Contribute to the Concept Review Committee and Project Review Committee along with other members of the senior management to review and approve new projects/policies.β€’ Maintain and enhance MIGA's system of sovereign and sub-sovereign credit, from all the dimensions required for MIGA as a development agency that must also be financially sustainable.β€’ Manage the delivery of the department's analytical services to the underwriting teams responsible for preparation and due diligence of MIGA's projects, including non-financial risks and mitigants (environmental, social, climate, reputational). β€’ Work with staff and other Management Team members to ensure a smooth workflow as guarantees and the projects they support are assessed.β€’ Oversee the self-evaluation of projects supported by MIGA and manage MIGA's relationship with the WBG's Independent Evaluation Group.β€’ Contribute to the One World Bank Group through the World Bank Group's Country Partnership Framework, working closely with World Bank and IFC.

Leadership/Talent Management:β€’ Provide thought leadership and direction to the team to ensure attainment of the department goals and objectives.β€’ Take accountability for recruitment, coaching, performance evaluations and career development of staff. β€’ Promote a culture of effective teamwork and collaborative synergy.β€’ Intervenes and resolves any issues arising from cross departments interactions.β€’ Model integrity, equity and inclusion.

Resource Management:β€’ Ensure that deployment of MIGA's resources are prudent and consistent with Resource Management rules, policies and internal controlsβ€’ Set priorities and allocates budget within and across the department, in line with institutional priorities and a view to maximizing the impact and value-add of the Agency's activities.

Relationship Management:β€’ Lead or maintains and further strengthens the relationship with key stakeholders and partners within and outside the World Bank Group. β€’ Lead complex cross-cutting engagements to further the Agency's agenda.

Selection Criteria

β€’ Master's degree or PhD (e.g., in Economics, Finance, Engineering or similar field) and at least 15 years of relevant experience or equivalent combination of education and experience.

β€’ Direct working experience of the political risk insurance business and/or sovereign/sub-sovereign credit strongly preferred.

β€’ Experience operating in emerging markets strongly preferred.

β€’ Demonstrated strong risk management skills, preferably across financial and non-financial risks.

β€’ Thorough and practical knowledge and understanding of emerging markets economics, economic development, and finance as well as a wide range of issues relating to investment insurance, credit risk, international trade and investment and private sector development in general.

β€’ Knowledge of MDB/WBG standards, including environmental, social, climate and integrity

β€’ Demonstrated sound economic insight and understanding, including knowledge of development impact assessments and frameworks.

β€’ Demonstrated ability to conceptualize, structure and implement projects and contribute to closing transactions.

β€’ Demonstrated capacity to guide development of policies and strategies.

β€’ Strong track record of providing intellectual leadership, strategic planning skills and management of large and diverse groups.

β€’ Ability and demonstrated track record of team leadership, creating an enabling work environment, coaching/mentoring, delivering high quality work within deadlines and budget.

β€’ Excellent written and oral communication skills, including the ability to convey ideas and positions clearly.

β€’ Ability to demonstrate candor, clarity of thought and expression, openness, and thoughtfulness.

β€’ Motivated and enthusiastic about the opportunities and challenges of working in the development field.

β€’ Strong track record of managing complex cross-cutting engagements resulting in high strategic impact.

β€’ Excellent partnering and stakeholder relationship management skills. The successful candidate needs to successfully navigate the organization, build strong relationships, manage conflicts, and work collaboratively with internal and external clients.

β€’ Sensitivity to operate successfully in multi-cultural and highly diverse environments.
