External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank's Regions and Global Practices and leads the management of reputation risk.

ECR Multilateral Affairs unit (ECRMI) oversees and coordinates the WBG's institutional relationships and engagement with several donor countries, the United Nations (UN) system, and, in coordination with the Multilateral Economics Affairs unit in EFI, the Multilateral Development Banks (MDBs). ECRMI also oversees our Issues and Risk Management team as well as our communications and stakeholder engagement team supporting the Development Finance Vice Presidency.

In its engagement with donor countries, ECRMI plays a key role in the WBG's strategic and high-level engagement with key stakeholders and shareholders and supports the WBG's corporate resource mobilization efforts.

Director, United Nations and Multilateral Affairs

The Director will be an experienced public affairs professional who has led large teams, has worked in senior leadership roles in United Nations, multilateral and international affairs and with technical expertise in relevant disciplines, notably, diplomacy and multilateral negotiations. The Director will report to the Vice President of External and Corporate Relations. The position is based in Washington, D.C.

Responsibilities

The Director, Multilateral and International Affairs, will be responsible for:

Business Management

Oversees the WBG's program of engagement with multilateral partners, including the United Nations (UN) system, including New York, Geneva and Rome, Multilateral Development Banks (MDBs),.

Oversee the team responsible for managing bilateral engagement on behalf of the WBG with the United States, Canada, Australia, New Zealand and Israel.

Direct strategic and high-level engagement with key stakeholders and shareholders in support the WBG's corporate resource mobilization efforts.

Provide strategic and thought leadership in areas like stakeholder engagement and partnerships, advocacy, issues and reputation risk management, and the use of communications to support country outcomes and global priorities and ensure seamless coordination, mutual leveraging of expertise and opportunities, and management of risks

Relationship Management

Oversees and coordinates the WBG's institutional relationships and engagement with several donor countries, the United Nations (UN) system, and Multilateral Development Banks (MDBs). ECRMI also oversees our Issues and Risk Management team as well as our communications and stakeholder engagement team supporting the Development Finance Vice Presidency.

Develop relationships with key external and internal stakeholders and leverage them to forge partnerships to serve institutional goals

Guide clients and teams in engaging with important external and internal stakeholders

Anticipate and help manage critical communications and reputational risk issues pertaining to the WBG's relations with key stakeholders

Maintain close relationships across ECR/CommNet, EXC, MDs offices and with the operations complex where relevant to ensure effective business outcomes

Institutional Positioning

Initiate WBG deliverables and customize products to the client's needs.

Actively manage UN and multilateral work programs and negotiate asks to prioritize key corporate products and priorities.

Information Sharing and Best Practice

Set up standing systems as well as just-on-time opportunities for teams in ECRMI to share advice, experiences, and best practices with each other (and more broadly) when addressing similar challenges

Encourage innovation and creative thinking among staff of the department

Contribute to and leverage the ECR Learning Academy to enhance as well as tap into the professional knowledge and skills of staff

People and Talent Management

Demonstrate leadership, motivate and mentor staff, foster a positive work culture, teamwork, innovation and client orientation

Be responsible for talent management, professional development and learning of staff, and building a pipeline of quality communications professionals

Supervise, mentor and support managers in the execution of their duties and responsibilities

Develop and empower second line and future leaders

Model integrity, inclusion, professionalism and leadership in a multicultural environment

Resource Management

Ensure the deployment of budget resources is in line with Resource Management policies, rules and internal controls

Set priorities and allocate budget within and across the department in line with institutional priorities and to maximize impact and value-added of all activities

Selection Criteria

• Master's degree (International Relations, Development, Communications/Public Affairs, Economics or other related field) plus a minimum of 15 years of relevant work experience. • Excellent managerial skills and proven experience in managing an office, staff and visiting missions, resources and a heavy work program.• Sound political judgment, negotiation and analytical skills.• Capacity to think and act strategically and articulate complex technical cross-sector concepts and issues in clear terms. • Strong ability to work independently with minimal supervision and with high levels of accuracy and attention to detail. • Ability to exercise judgment, tact and discretion and actively and effectively manage sensitive matters.• A broad understanding of development cooperation issues and strong familiarity with the WBG's mission, structures and procedures. Experience in the field a plus.• Solid understanding of the organization, mandates and priorities of the UN and its agencies and their inner workings and processes. • Sound knowledge of development, including the Sustainable Development Goals. • Experience in fostering partnerships with other international institutions, multilateral and/or bilateral donors and UN agencies. Strong professional network within the UN system. • Excellent diplomacy, communications and presentation skills, both oral and written. Strong interpersonal skills and ability to work effectively with internal and external partners in a multicultural environment. Experience in working with senior officials in national or international contexts. • Willingness to travel to multilateral events/meetings when necessary.• Spoken and written fluency in English required, knowledge of other UN languages is a plus.
