We seek an experienced technology and data analytics leader who can drive business development for technology and data analytics offerings across our client areas including family support, education, child welfare, nutrition, employment, and criminal justice. Mathematica's digital and technology work is growing rapidly, and we are looking for someone who can further expand the growth of our portfolio of technology and data analytics projects. The successful candidate will be a senior member within the Human Services business unit and lead engagements with federal, state, local, and foundation clients.
The following are some of our key offerings and recent projects:
- Grants performance management systems. Design, develop, implement, and maintain cloud-based web applications to collect, transform, analyze, and report grantee performance measures.
- Example project: For the U. S. Department of Health and Human Services (HHS) Office of Population Affairs we are using Amazon Web Services (AWS) native tools to design a data collection and reporting system to ingest patient encounters from Family Planning providers and conduct data quality checks, summary statistics, and data analysis via a dashboard.
- Data warehouses. Design, develop, and implement standards for data architecture, management, processing, integration, governance, and reporting and ensure the standards are applied throughout the projects.
- Example project: For the HHS, Office of Planning, Research, and Evaluation we are operating a cloud data warehouse, enabling analytic reporting and predictive modeling that leverages administrative and survey data sources in support of program evaluation and data-driven decision-making.
- Predictive/advanced analytics. The use of techniques such as machine learning, natural language processing, and Bayesian statistics to discover hidden patterns in data or make predictions about new observations based on prior data.
- Example project: For HHS, Mathematica developed machine learning models to predict participation in healthy marriage and responsible fatherhood program activities.
- Example project: Mathematica has supported the Department of Agriculture, Food and Nutrition Services (FNS) for more than 30 years by conducting simulations of the Supplemental Nutrition Assistance Program (SNAP, formerly called Food Stamps) to estimate how changes in program polices, eligibility rules, and demographics will impact benefits, costs, eligibility, and participation.
- Websites and information dissemination products. Mathematica develops and maintains websites for federal agencies, including the What Works Clearinghouse (WWC) for the U.S. Department of Education and the Home Visiting Evidence of Effectiveness and Pathways to Work Evidence Clearinghouses for HHS. Website development includes user experience testing and monitoring. Websites are interactive allowing users to submit queries that draw from underlying data bases. In addition, Mathematica creates digital reports, products and tools for federal, state, and local agencies and foundations.
- Lead the strategic growth of technology and data analytics offerings through collaboration with business unit leaders
- Engage in both proactive and RFP-based business development opportunities
- Provide technical guidance and innovative thought leadership around Mathematica's solutions strategy and approach, including staying up to date with available technology and tools that are applicable to Mathematica's offerings and identifying and participating in thought leadership activities to inform the field and raise our profile with clients and potential clients
- Foster relationships with clients and potential clients to understand challenges related to data-driven decision-making, data systems, data analytics, and technology and recommend innovative solutions that address these challenges
- Collaborate with other Area Directors and Mathematica's enterprise business development staff to identify and pursue innovative technology and data analytics clients and opportunities that align with Mathematica's mission, offerings, and impact
- Increase internal awareness of Mathematica's technology and data analytics capabilities and how best to bring those to our clients
- Promote innovation on proposals; share insights, innovations, and lessons learned across proposal teams
- Contribute to proposals that include technology and data-analytics focused components and solutions; includes proposal strategy, solution identification, staffing, and writing
- Serve as a liaison between non-technology and information technology staff to help increase bi-directional understanding and awareness of how technology can improve Mathematica's impact for clients
- Provide leadership on technology and/or data-analytics focused projects.
- Develop and maintain a knowledge base of resources that can be used to support proposals and communicate with staff and potential clients about our technical and analytic capabilities
- Develop and maintain strategic partnerships that lead to new business
Position Requirements:
- 12 or more years of relevant professional experience in technology, data science, or data analytics
- 5-10 years of experience with customer acquisition and retention, leading responses to RFPs including capture planning activities, developing and managing a team of strategic partner firms, and navigating the connection of sales and delivery teams pre- and post-sales
- 5-10 years of experience applying technology to provide solutions for decision makers
- 5-10 years of experience successfully leading launch and/or expansion of digital products and platform solutions for data science and analytics
- 5-10 years of experience working with cross-functional technology and advisory services teams in a consulting context
- Professional knowledge of designing, implementing, maintaining, and optimizing technology and/or analytic-focused solutions
- Track-record of successfully building a portfolio of technology and/or analytic focused work
- Proven success in leading technology-centric proposals with strong win rate
- Experience in federal, state, or local government business development and proposal process
- Experience working as a consultant for federal, state, or local government clients
- A demonstrated history of working collaboratively with clients and cross-disciplinary teams to achieve project goals
- Experience showcasing technology solutions to clients via demos, recordings, presentations, etc.
- Excellent written and oral communication skills
- Experience leading major projects that focus on leveraging technology or data analytics to address issues of concern to clients
Various federal agencies with whom we contract require that staff successfully undergo a background investigation or security clearance as a condition of working on the project. If you are assigned to such a project, you will be required to obtain the requisite security clearance. Must be able to pass a public trust background investigation.
