Job Description
MITRE works with the Department of Homeland Security (DHS) to ensure the Nation is safe from terrorism, secure from cyber threats, and resilient against natural disasters. We help DHS improve its performance in critical functions, such as acquisition processes, risk and program management, information technology engineering, and decision-making capabilities. We also apply systems engineering expertise to areas that range from cybersecurity to immigration reform, to transportation security. MITRE supports DHS through the Homeland Security Systems Engineering and Development Instituteβ’, or the HSSEDI FFRDC. HSSEDI is DHS's primary systems engineering organization, providing agency-wide access to deep technical expertise.
The Data Analytics Division is responsible for developing and applying across DHS sponsors a wide variety of data analytic capabilities to include Analytics roadmaps and strategies; Business analytics; Cyber analytics; Database technologies; Data queries and optimization; Data storage; Data visualizations; Emerging technologies and solutions; and Machine Learning/Artificial Intelligence (AI). The successful candidate will have technical knowledge in one or more of these subjects, plus a strong interest in the remaining areas. The candidate will be required to help manage the professional careers of department staff across diverse locations, staff project needs while considering staff expertise and development plans to bring high value to customer missions and leverage multiple work programs to help achieve greater integrated outcomes.
The Data Analytics Division is seeking a Director to lead the Data Analytics Division (P740). The Director will be responsible for attracting, developing, and retaining an outstanding workforce; refining the division's mission, vision, and goals; and forging partnerships with MITRE portfolios, MITRE Innovation Centers, and academic and industry partners. The Director will serve as a member of the Center for Securing the Homeland (CSH) Leadership Team, helping to steer the Division's expertise and innovation to support sponsor operational data analytic missions. This individual will be responsible for our good growth strategy, managing staff, and the execution of programs across multiple agencies.
Responsibilities Include:
- Leads people to meet center strategy objectives and priorities. Serves as the second-line supervisor of two departments and conducts regular performance and development conversations. Responsible for staff advocacy, recognition, and development. Provides rating and compensation recommendations. Serves as a resource to guide staff in navigating the MITRE organization and processes. Leverages diversity across broad technical subject matters, business partners, and government stakeholders to realize sponsor mission outcomes. Manages various forms of potential conflict, e.g., project execution, technical quality of deliverables, managing and growing sponsor relationships, etc. Builds teams, communicates effectively, and maintains good interpersonal relationships to meet portfolio and sponsor outcomes. Strong focus on customer support.
- Expansion of Black Pearl Analytics and integration with Immersion Lab as an enabling capability for MPS and MITRE.
- Focuses on delivering results in terms of both center strategy objectives and sponsor mission outcomes. Exhibits entrepreneurial spirit to proactively solve sponsor problems and support center good growth targets.
- Demonstrates ability to work across a range of business partners in MITRE and the government. Effectively manages human capital (MITRE Technical Staff) in developing statements of work. Works with finance to obtain project cost proposals. Engages legal for non-disclosure agreements and conflict of interest review. Works with contracting managers on contracting actions needed on task order awards. Works with Operations on staff planning. Leverages technology resources (e.g., MITRE labs, intellectual property, etc.) to enhance portfolio projects and in hosting sponsor events.

- Support and help advance the Data Analytics Division through partnering and work program application.
- Support, coordinate, and partner with Group Leaders to mentor and grow the division team. Ensure staff are aligned to high priority work that demonstrates their strengths, recognize staff for their accomplishments, and work with under-performing staff. Work with staff to take on greater technical and leadership roles.
- Lead "pay and performance" actions throughout the year.
- Partner with MITRE portfolios and Innovation Labs to connect and demonstrate solutions to increase mission impact.
- Partner with and support various Engagement Leads to identify appropriate data analytic needs and opportunities across MITRE's sponsor base.
- Contribute to the direct work program with responsibilities and contributions consummate with high performance senior technical staff.
- Define and drive goals and objectives for the Division and collaborate with CSH leadership to develop and drive impactful strategies for the Division.
- Encourage and support staff to propose, create, develop and apply innovative solutions on direct projects and MITRE research.
- Ensure high technical quality of work products.
- Initiate and follow-through on cross-organizational efforts to find coordinated solutions to meet customer needs and grow Division's technical impact.
- Interact optimally and respectfully with all levels of staff within the organization.
- Directly manage division staffing and budgets.

Basic Qualifications:
- BS and master's degree in engineering or science related background or equivalent combination of related work experience applicable to the opportunity.
- 15 years of related experience working within an analytical domain including a minimum of 5 years in a related management discipline managing a sizeable team.
- Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
- Expertise in hiring and staff development.
- Experience supporting DoD, DHS, and/or Intelligence Community sponsors and passion for supporting these missions to ensure a safer world.
- Proven track record of servant leadership with demonstrated experience leading programs and mentoring people.
- Demonstrated ability to operate effectively at high levels within a matrixed organization, as well as across partner and potential customer organizations.
- Demonstrated ability to recognize, shape and follow through on new strategic partnerships and business opportunities, or to forge new opportunities with existing MITRE customers.
- Strong knowledge of cloud analytics and computing platforms (e.g., AWS, Azure, GCP, etc.).
- Strong knowledge of DHS HQ's and Component architectures and labs
- Strong knowledge of machine learning techniques, geospatial analysis, statistical analysis, data visualization, interactive dashboards, big data technologies and other COTS/GOTS tools
- Strong understanding of open-source intelligence, DHS data repositories, reports and platforms to conduct tactical, operational and strategic support.
- Demonstrated ability to provide leadership, team building and guidance to staff.
- Courageously and diplomatically presents solutions and recommendations that may be difficult for the sponsor to accept.
