Summary
The Director, Defense Contract Audit Agency (DCAA) is responsible for the management and operation of the entire Agency which operates under the direction, authority and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer. The Director, DCAA directs the performance of all contract audits for the DoD and provides accounting and financial advisory services to DoD components responsible for procurement and contract administration.

- You must be a U.S. citizen to qualify for this position.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration).
- Must be able to complete a Top Secret security clearance.
- Designated and/or Random Drug Testing required.
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
- You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.
- All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
- Must be able to obtain and maintain a Level 3 Financial Management Certification.
- This position is eligible for situational telework, as determined by agency policy.
- This position is covered by the Defense Acquisition Workforce Improvement Act (DAWIA) as a critical acquisition position Level III and acquisition position career category, Auditing
Qualifications
There is no requirement to submit a separate narrative statement specifically addressing the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) with your application.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS:
- Demonstrated executive level experience with leading large organizations to include strategy development, implementation, change management and practices of financial compliance and cost allocation methods. Demonstrated ability to synchronize these efforts towards business outcomes.
- Experienced in building, training, and managing a technologically skilled workforce including identifying, testing, and adopting technology to optimize business processes.
- Extensive experience in communicating clearly and effectively both orally and in writing, with strong interpersonal leadership skills and abilities to represent the Agency to all levels of management in Federal Government, industry associations, or Defense contractors with diplomacy and effectiveness. Demonstrated ability to communicate complex cost principles in terms understandable to the layman to achieve outcomes.
