Director of Contracts
Job Description
The Director of Contracts is a senior level contract management position which provides leadership and support in every aspect of the contract lifecycle including contract negotiation and administration. The candidate will work closely with the CEO, Chief Program Officer, General Managers, Program Managers/Directors, Contracts and Subcontracts Team, Accounting, and executive leadership to ensure compliance with prime contract terms, applicable laws and regulations, and company policies. The Director of Contracts works under the general supervision of the Chief Program Officer/Sr. Vice President.
Responsibilities include, but are not limited to, the following:
ยท Perform contract management and administrative duties including maintaining and organizing contract documents in share drive database; supporting proposal review and preparation; completing contract awards and modifications; interfacing with Government and prime contracting agents
ยท Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with prime contract terms, appropriate laws, regulations, and corporate policies and procedures
ยท Assist with coordinating and preparing legal responses related to contracts
ยท Complete company novation(s) as requested by executive leadership
ยท Assist with annual compliance related to GSA Schedules and GSA sales reporting
ยท Maintain responsive, clear communications with both internal and external stakeholders
ยท Ensure final contract documents are consistent with agreements reached in negotiations
ยท Coordinate with Program Managers to monitor supplier cost, scheduling, and technical performance of contracts
ยท Serve as the Contracts Manager (CM) for the companies OASIS-UNR contracts and comply with CM responsibilities
ยท Serve as the Aretum LLCโs Subject Matter Expert to provide guidance to CPO Office and executive leadership ensuring compliance on all contract matters at all times
ยท Work with Sr. Contract Manager and Subcontract Manager to maintain and update contract templates and contract clause libraries
ยท Identify, track, mitigate and resolve risk issues regarding Aretum contracts, including its subsidiaries
ยท Review and Update, Joint Venture Agreements, Independent Consulting Agreements, and other company agreements
ยท Support delivery/task order execution through Contract Modifications, Program Control, Invoice Reviews, and Closeouts
ยท Track, enter and reconcile contract and task order data in GSAโs ASSIST Web Portal for all Aretum and its subsidiariesโ GSA OASIS and FEDSIM task order awards
ยท For Panum, Marton Telecom, and Artemus Consulting, track and enter Service Contract Reporting data in SAM.gov annually
ยท Provide guidance and advice to Program Managers (PMs) to ensure contractual compliance of programs
ยท Educate PMs on different contract types and applicable laws and regulations associated with each
ยท Contribute to the responses for Requests for Information, Quotes, Proposals, Sources Sought, and Market Surveys
ยท Support acquisition planning and strategy meetings
ยท Assist during government audits and reviews
ยท Signatory authority to execute contractual documents on behalf of Aretum, including its Subsidiaries
ยท Other tasks, advisory assistance as required.
Required Skills:
ยท 12 โ 15 years supervisory, Federal contract administration/management experience including contract negotiation, administration, execution, and closeout
ยท Experience within the federal Government contractor environment
ยท Experience working in a cross-functional environment with Finance, General Managers, Program Managers, IT, and other departments
ยท Ability to work independently with minimal guidance
ยท Extensive knowledge and understanding of Government regulations to include FAR and DFAR
ยท Knowledge and experience with DCMA and DCAA audits
ยท Experience with multiple contract types to include CPFF, T&M, and FFP, etc.
ยท Experience with contract-related issue resolution, both internally and externally
ยท Excellent problem solving, critical thinking skills, attention to detail, and strong work ethics
ยท Experience assisting the proposal team and providing proposal support
ยท Excellent oral and written communication skills
ยท Experience working directly with GSA Contracting
ยท Experience responding to DCMA audits is desired
ยท Experience of dual role to include both Leadership and Team player with excellent interpersonal โpeopleโ skills
Education and Work Experience:
ยท Bachelorโs degree and 12 โ 15 years supervisory experience in contract administration/management within the Government contractor environment
Security Clearance:
ยท Must be a U.S. Citizen due to government contract requirements and clearance requirements
ยท Must possess at least Active Secret clearance, and be able to obtain a U.S. Government Top Secret Security Clearance
ยท Applicants selected for employment will be subject to a Federal background investigation and must meet additional eligibility requirements for access to classified information or materials.
Preferred Skills:ย
ยท Certified Federal Contract Manager (CFCM) certification or FAC-C Level III or DAWIA Level III is highly desired
ยท Juris Doctor from an accredited law school is preferred. Candidate must be a member in good standing of the bar in at least one U.S. jurisdiction
