PRIMARY FUNCTION
The Director of Engineering Programs will have the responsibility for planning and directing all aspects of engineering activities within the organization. This includes ensuring all engineering projects, initiatives, and processes are in conformance with the organization's established policies and objectives. This position coordinates, allocates resources, and monitors the total engineering/manufacturing and operations programs, policies and initiatives.
ESSENTIAL FUNCTIONS
- Provide direct technical support to subsidiary President and other leadership entities.
- Lead design and logistics engineering pursuits in support of Business Development activities, to include Strategic Planning, Proposal Preparation, Marketing/Support of Tradeshows
- Provide direct support for proposal preparation by analyzing proposal/contractual documentation, generating a Work Breakdown Structure, Task Analysis, Integrated Master Schedule, and aid in price estimates of both labor and material
- Recruit employees, assign, direct, and evaluate their work, and oversee the development and maintenance of staff competence
- Estimate production cost and effect of product design changes for management review, action, and control
- Request labor/cost estimations from other departments and generate SOW for vendors and subcontractors
- Spearhead the creation / refinement of corporate and department level processes and procedures as required
- Enforce adherence / implementation to all applicable Standard Operating Procedures (SOPs), Checklists, and policies
- Coordinate and direct projects, making detailed plans to accomplish goals and directing the integration of technical activities
- Produce reports and other required data for various key personnel including executive management
- Plan, organize, direct, and manage day-to-day operations for the division
- Interface with customers, vendors and suppliers on a routine basis. Maintain open lines of communication to ensure efficient conflict resolution. Continue to foster established business relationships, while cultivating new potential customers and contacts
- Work with Program Managers and Holding Company to ensure that activities are scheduled appropriately for on time customer delivery and completion of task. Effectively remove operational constraints, and reallocate resources when necessary to resolve scheduling conflicts
- Analyze and monitor workforce requirements. Coordinate the hiring and training of division personnel
- Work closely with the Compliance Department to ensure adherence to ISO/AS9100/110 Safety & Quality policies
- Conduct performance appraisals and provide discipline, mentoring and guidance to employees
- Address employee issues or grievances in a timely manner. Coordinate efforts with Human Resources Department when necessary
- Communicate with all managers regarding division or site performance, issues and concerns on a regular basis
- Identify and capture new opportunities that enable positive new business and organic growth for the division
- Effectively manage the division's P&L objectives
SUPERVISORY RESPONSIBILITIES
This position will direct others and perform exempt level decision making including interviewing, hiring, developing, terminating, performance reviews, and performance corrections. This position has the responsibility and authority to carry out assigned tasks. This position has the authority to appropriately delegate responsibilities.
KNOWLEDGE, SKILLS, & ABILITIES:
- Expert ability to interpret Department of Defense published guidance, military standards, performance specifications, detail specifications, handbooks, and engineering drawings
- Experience in communicating complex information to end-users, customers and clients in both written and verbal formats. Able to write complex and technical reports and correspondence
- Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions
- Excellent interpersonal skills to work effectively and cooperatively with all levels of management and staff. Must be able to communicate issues in a professional articulate manner
- Expert use of judgment to plan and perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation
- Strong professional customer service skills, including active listening, prompt service and follow-up
- Ability to effectively handle multiple activities simultaneously and successfully function in a cross functional development environment
- Ability to implement effective change management to new or established processes

- Expert ability to coordinate and communicate with all team members, to include supervisors and management.
- Expert ability to follow corporate, company, and departmental polices, processes, and procedures.
- Must be a team player and work well with others in process development, corrective action and problem solving.
QUALIFICATIONS:
- Bachelor or Master's degree in an engineering or science related field with 10+ years related experience. Master's Degree preferred
- Experience managing programs requiring EVM preferred.
- Experience with DOD Test & Evaluation preferred.
- Experience managing programs with Risk Management Framework (RFM) requirements preferred.
- Leadership experience of DOD Acquisition & sustainment, preferred
- DOD or PMI program management certification, preferred
- Successful industry experience demonstrated by contract wins, great CPARS, and pipeline development. DoD T&E and Engineering experience preferred
- Well-developed communication, interpersonal, analytical and leadership skills.
- Experience with Government subcontracting and overall management of contracts
- Must have Secret US DoD Clearance and be able to obtain a Top-Secret clearance
- Experience in managing multiple programs concurrently
- Advanced MS Project, Word, Excel, PowerPoint, Visio, Access, AutoCAD, SolidWorks, CATIA
- Aircraft Mod and sensor integration experience preferred
