EOHLC is seeking a Director of Fair Housing in the Office of the Secretary!
AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
OVERVIEW OF ROLE (NOT ALL INCLUSIVE):
The Director of Fair Housing will lead planning at EOHLC to affirmatively further fair housing in accordance with Affordable Homes Act and federal (HUD funding) requirements, including for the purposes of overcoming patterns of segregation, fostering inclusive communities, addressing disparities in housing need, improving access to opportunity, and supporting enforcement and compliance with fair housing laws. The Director will coordinate within EOHLC, other state agencies, municipalities and other stakeholders to implement planning goals and action steps to eliminate housing discrimination and to affirmatively further fair housing. The Director will manage the Fair Housing Fund created by the Affordable Homes Act.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1. Directing:
• Direct EOHLC planning to affirmatively further fair housing (AFFH) in accordance with the Affordable Homes Act, and federal (HUD funding) requirements
• Lead within the Secretary's executive team and with EOHLC divisions on implementation of AFFH goals and priorities identified in AFFH planning
2. Inter-Agency Communication & Collaboration:
• Facilitate communication and partnership among state agencies and municipalities to identify the intersections between activities of state agencies, activities of municipalities and fair housing.
• Collaborate with other state agencies and facilitate the development of interagency policies, strategies, and initiatives to examine and address the social and economic determinants of housing disparities and advance AFFH initiatives, including the elimination of housing discrimination and access to fair housing.
3. Fiscal Management:
• Manage the Fair Housing Fund, including determining its eligible uses, sources of funding, and allocation; conducting procurement and contracting in compliance with applicable laws and requirements; reporting and oversight of use and tracking outcomes.
4. Reporting:
• Manage production of reporting on fair housing of EOHLC, the Office of Fair Housing, and the Fair Housing Fund.
5. Examples of Other Duties:
• Coordination of language access implementation, as assigned.
PREFERRED QUALIFICATIONS:
• General knowledge of the structure of Massachusetts state and municipal governments.
• Detailed knowledge of federal and state fair housing laws, policies, and stakeholders in Massachusetts.
• Detailed knowledge of the structure of the housing community in Massachusetts and state housing agencies.
• Substantive public policy development experience.
• Experience with grant management and facilitating.
• Experience with public engagement strategies.
• Superior verbal and written communications skills.
• Knowledge of the principles and practices of management, planning, organizing, and research.
• Knowledge of principles, practices and techniques of supervision, employee motivation, and personnel appraisal techniques.
• Knowledge of principles of organizational behavior.
• Demonstrated skills in areas of process improvement and strategic planning.
• Ability to interact effectively with personnel at all levels of the organization, business leaders, legislators, and other government and municipal officials.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.
PRE-OFFER PROCESS:
A background check will be completed on the recommended candidate as required by the regulations set forth by the Human Resources Division prior to the candidate being hired.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
