Job Summary

We are seeking a full-time Director of GIS Solutions to join our growing team of talented technologists looking to supported key federal agencies in the adoption of GIS technologies to transform their missions. Initially this rule will be focused on working together with a team of talented planners, scientists, and technology professionals in supporting the Federal Emergency Management Agency (FEMA). In this initial capacity, the candidate will be responsible for the architecture, execution, and technology roadmap of a program working with FEMA to develop and implement disaster response plans which are critical to advancing the resilience of our nation’s communities, environment, economy, and ensuring public safety. Long term, this position is expected to drive Programs’ GIS technical vision and be responsible for proper integration into the next generation of digital services development. Provide thought-leadership and engineering depth during pre-sales activities that includes (but not limited to) technical leadership for code challenges; and designing technical solutions to complex problems during the capture and proposal process. 

The salary for a successful candidate will be commensurate with their experiences and qualifications.

Responsibilities and Duties

Responsibilities for this position include:

  • Provide thought-leadership and engineering depth during pre-sales activities that includes (but not limited to) technical leadership for code challenges; and designing technical solutions to complex problems during the capture and proposal process. 
  • Provide expertise in building large scale consumer-facing GIS enterprise distributed/service oriented/microservice-style and cloud-based application architectures.
  • Lead by example by rolling up your sleeves and architecting and coding your own projects carrying out the complete project life cycle yourself. 
  • Discover and implement innovative technical ideas that will yield improved program efficiency or competitive advantages and communicate these to peers, customers, business development, or marketing teams. 
  • Provide technical oversight by collaborating and building alliances with agile delivery teams to instill customer-centric design and quality-centric way of working into everything the team does, using GIS best practices & standards, infusing creative solutions, continuous improvement to ensure desired outcomes are achieved on time, on quality and on budget. 
  • Coach and mentor GIS technologists, architects, and engineers - attract, select, and retain technical talent.
  • Knowledgeable of a wide array of GIS systems development across technology verticals e.g., desktop, mobile, web, enterprise, etc. and fields e.g., IoT, Cloud Computing, Big Data, etc. 
  • Expert in commercial and/or open-source software that powers GIS architectures but seasoned enough to understand their limitations and trade-offs. 
  • Working with Customer management to provide daily status on progress and key technical issues
  • Work across the enterprise to execute an integration plan that will maximize the adoption of our GIS services
  • Building presentations and briefings to present across the enterprise to increase familiarization with the delivered services.
  • Assists in identifying the needs of internal and external customers and addresses their concerns
  • Performs duties with opportunity to exercise initiative, independent judgement and discretion under minimal supervision.
  • Responsible for the overall system operations integrations of applications and frequently interacts with internal and external business contacts.
  • Responsible for the technical integrity while providing technical guidance to clients and team
  • Recruits and develops the technical talent required to support a complex enterprise environment in support of the mission.
  • Proactively work with program management team to ensure that appropriate staffing resources are assigned, put in place, and effectively utilized at the appropriate time.
  • Ensures SLAs are maintained
  • Responsible for the the daily activities of the assigned team
  • Responsible for developing and motivating staff while promoting teamwork
  • Work with the Team to address quality issues
  • Provide direction to staff members regarding operational issues
  • Support strategic growth of the program and execution against the vision
Qualifications and Skills
  • Proven experience as GIS Systems Architect and GIS developer 
  • Proven experience building large scale consumer-facing GIS enterprise distributed/service oriented/microservice-style and cloud-based application architectures 
  • Extensive breadth of GIS knowledge and depth in GIS software development and enterprise systems. 
  • Solid understanding of GIS Data Engineering and knowledgeable of GIS Data Science. 
  • Expertise with remote sensing and imagery data processing workflows 
  • Must be an expert in Python or Java, Typescript, Microservices Architecture 
  • Agile practitioner; knowledgeable of extreme programming, test driven development, pairing, continuous integration, continuous delivery, and related techniques 
  • Proficient written and verbal communicator, capable of public speaking and presenting in front of customers, at user groups and a strong desire to be hands-on and work in the field 
  • Multi-tasker who can handle a fast-paced schedule and juggle between projects/assignments 
  • Strong communication skills, both verbal and written
  • Ability to quickly learn new software and IT concepts
  • Experience managing software deployments
  • DevOps/Agile experience working in a SCRUM environment
  • 10+ years of relevant experience.
  • 5+ years of management experience.
  • Self-managed, strong self-organization skills, and eager to contribute
  • Experience working with federal government clients, subcontractors and stakeholders
  • Strong presentation skills

COVID 19
